An alternative future development scenario for Hampton Roads has been developed to examine the ramifications of a compact, nodal development pattern on transportation and air quality issues. The development of a smart growth alternative is intended primarily as an academic exercise to evaluate the theoretical impact of utilizing transit oriented design concepts to accommodate future population and employment growth in Hampton Roads. The project was a collaborative effort of the economics, physical planning and transportation departments at the Hampton Roads Planning District Commission (HRPDC). The project was accomplished in three major steps over a two year period. In the first step the economics department reallocated the projected 2026 regional population and employment distribution, moving 20% of the projected growth from the suburban communities to the central city areas. In the second step the physical planning department allocated the new population and employment totals within each locality based on the principles of Transit Oriented Design (TOD). Finally, in the third step, the transportation department used the new allocations as input for the regional transportation model. The HRPDC staff believes this allocation would constitute a rather aggressive change to traditional development patterns.
