United States military forces face a different world as the 21st century begins. The phenomenon known as 'globalization' has created increased political, economic, and social interdependence among nations. With the emergence of new regional and transnational threats, world stability becomes a far greater challenge for the engagement strategies of the United States. For the United States to retain its prominent role in world affairs it must continue to exercise leadership abroad. Evolving national security policy originating from the United States Commission on National Security in the 21st Century (the 'Hart-Rudman' Commission), the National Security Strategy, and national security directives are suggesting the continued use of U.S. military force deployments in support of peace operations, notwithstanding criticism that utilization of military forces in peace operations degrades warfighting capability. This monograph traces the development of current national security themes from American preference for annihilation strategies and distaste of limited wars, and the historical dissonance between military resources allocated in peacetime and those found to be required for war. It examines recommendations of the Hart-Rudman Commission, and implementation of national security policy through Presidential Decision Directives (PDDs), to evaluate their probable impact on the operational preparedness of U.S. military forces and military 'readiness'. It concludes that use of U.S. military forces for engagement strategies in support of peace operations is a valid and wise exercise of the military implement of national power. In the 21st century the need for peace operations is likely to increase, rather than decrease, and future coordination between the military and other U.S. agencies such as the Department of State will become all the more important.

This survey is a product of the Quadrennial Defense Review (QDR) 2001 Working Group, a project of the Institute for National Strategic Studies at the National Defense University. Sponsored by the Chairman of the Joint Chiefs of Staff, the working group is an independent, honest-broker effort intended to build intellectual capital for the upcoming QDR. More specifically, it aims to frame issues, develop options, and provide insights for the Chairman, the services, and the next administration in three areas: defense strategy, criteria for sizing conventional forces, and force structure for 2005-2010. One of the group's initial tasks was to assess the future security environment to the year 2025. This was pursued by surveying the available literature to identify areas of consensus and debate. The goal was to conduct an assessment that would be far more comprehensive than any single research project or group effort could possibly produce. This survey documents major areas of agreement and disagreement across a range of studies completed since the last QDR in 1997. Because it distills a variety of sources and organizes and compares divergent views, this volume makes a unique contribution to the literature. It also provides a particularly strong set of insights and assumptions on which both strategists and force planners can draw in the next Quadrennial Defense Review. This survey does not claim to predict or illustrate all possible wars that Anmrica might face between now and the year 2025. Rather, it attempts, through analysis of representative and reputable sources, to incorporate the most likely characteristics of the future security environment into a single scenario, while heightening our awareness of dissenting viewpoints and plausible wild cards.

A sustainable national security strategy is feasible only when directed by a sustainable national security policy. In the absence of policy guidance, strategy has to be meaningless. The only policy that meets both the mandates of American culture and the challenges of the outside world is one that seeks to promote the necessary mission of guarding and advancing world order. Dr. Colin Gray considers and rejects a policy that would encourage the emergence of a multipolar structure for global politics. He argues that multipolarity not only would fail to maintain order, it would also promote conflict among the inevitably rival great powers. In addition, he suggests that Americans culturally are not comfortable with balance of power politics and certainly would not choose to promote the return of such a system. The monograph identifies the various "pieces of the puzzle" most relevant to national security strategy; surfaces the leading assumptions held by American policymakers and strategists; considers alternative national security policies; and specifies the national security strategy. Dr. Gray concludes that America has much less choice over its policy and strategy than the public debate suggests. He warns that the country's dominant leadership role in global security certainly will be challenged before the century is old.--p. iii.

The famous Confederate General Stonewall Jackson noted that "To move swiftly, strike vigorously, and secure all the fruits of the victory is the secret of successful war." This observation is at the very heart of the current discussion and experimentation on how the transformed joint services of the United States should employ force in the 21st century. The services are exploring concepts such as Effects Based Operations and Rapid Decisive Operations to move swiftly and strike vigorously to secure victory in the coming decades. At the same time the nation and its armed forces are developing new concepts of homeland security to defend the country in the war on terrorism. The following chapters represent some of the thinking by students at the U.S. Army War College, considering the nature and direction of transformation concepts that deal with these issues. This is the second volume of essays written by the students in the Advanced Strategic Arts Program at the U.S. Army War College. Like last year's volume, it addresses the question of transformation, but this time within the larger framework of joint concepts and capabilities that are likely to drive processes within the Army and other services over the coming decade. Already joint or service concepts such as effects-based operations and operational net assessment are having considerable influence over how the Department of Defense (DoD) is conceptualizing the problems of transformation. In one form or another, the Army must address those concepts from the perspective of its history a history that encompasses the whole strategic and operational framework of the U.S. military from the American War of Independence to the present. With that historical framework in mind, it must become an active partner in bringing substance to what has so far, more often than not, represented processes of conceptual development long on claims and short on serious intellectual content.
