In 2018, EUMOFA released a ground-breaking "Blue bioeconomy: situation report and perspectives" report that provided a comprehensive overview of the blue bioeconomy sector in the European Union. By definition, "blue bioeconomy" incorporates any economic activity associated with the use of renewable aquatic biological resources to make products. Examples of these wide-ranging products include novel foods and food additives, animal feeds, nutraceuticals, pharmaceuticals, cosmetics, materials (e.g., clothes and construction materials) and energy. Businesses that grow the raw materials for these products, or that extract, refine, process and transform the biological compounds, as well as those developing the required technologies and equipment all participate in the blue bioeconomy. The report was meant to be a one-of-kind publication for EUMOFA, which traditionally deals with typical aquaculture and fisheries, where the fish or shellfish are caught or produced for human consumption. To avoid overlap in analysis of other maritime economic sectors, the Study considers that typical aquaculture and fisheries, where the fish or shellfish are caught or produced for human consumption, is excluded from the analysis. These sectors are already subject to several analysis and reports as standalone sectors, and are already monitored by EUMOFA as part of its ordinary activities. EUMOFA's foray into new territory was received quite well by the sector, when the report was presented at the kick-off event of the Blue Bioeconomy Forum in December 2018. In the wake of this success, it was decided to make the Blue Bioeconomy Report a regular publication, to be released every other year. The 2020 edition covered new topics, such as Integrated Multi-Trophic Aquaculture, innovative uses for fish rest raw material, cell-plant technology and cellular mariculture. In line with the tradition of addressing cutting-edge topics in blue bioeconomy, this 2022 edition deals with an overview of latest developments of micro- and macroalgae cultivation systems, a focus on sargassum, an analysis of seaweed as blue carbon, and a dissertation on how seaweed can transform regional economies. Each topic is addressed in a separate chapter of the study.

Of course, these typical entities are still blue bioeconomy, but "traditional" ones, whereas the report focused on cutting-edge applications of aquatic biomass. EUMOFA's foray into new territory was quite well received by the sector, when the report was presented at the kick-off event of the Blue Bioeconomy Forum in December 2018. In the wake of this success, it was decided to make the Blue Bioeconomy Report a regular publication, to be released every other year. Building on the findings of the first report, EUMOFA hosted a stakeholder workshop that took place at the European Maritime Day in Lisbon in May 2019. An open consultation ensued, with the aim of letting stakeholders have their say on what topics the next edition, this one, would have to cover. Three topics unequivocally emerged as the most requested: 1. Integrated Multi-Trophic Aquaculture (IMTA) 2. Innovative uses for fish rest raw material (RRM) 3. Cell-plant technology and cellular mariculture Thus, this edition of the Blue Bioeconomy Report is structured in three sections: the first overviews the past, present and future of IMTA, the second is a case study on the use of fish rest raw materials in Demark, and the third reports on the emerging technology of cellular mariculture.

The aim of this report is to provide a comprehensive overview of the blue bioeconomy sector in the European Union. By "blue bioeconomy", it is intended any economic activity associated with the use of renewable aquatic biological resources to make products. Examples of such products include novel foods and food additives, animal feeds, nutraceuticals, pharmaceuticals, cosmetics, materials (e.g. clothes and construction materials) and energy. Businesses that grow the raw materials for these products, that extract, refine, process and transform the biological compounds, as well as those developing the required technologies and equipment all form part of the blue bioeconomy. To avoid overlap in analysis of other maritime economic sectors, the Study considers that typical aquaculture and fisheries, where the fish or shellfish are caught or produced for human consumption, is excluded from the analysis. These sectors are already subject to several analysis and reports as standalone sectors, and are already monitored by EUMOFA as part of its ordinary activities. However, there are two exceptional cases: fish waste (the part not used for human consumption), which is not discarded but used as an input to other products (e.g. fish meal/fish oil), and algae (both macroalgae and microalgae). Although macroalgae can be considered as traditional aquaculture, they are closely integrated with the bioeconomy as intended in this Study, and furthermore they are often omitted from consideration in analysis of the aquaculture sector. Hence, algae are considered in this analysis, with a distinction between algae for direct human consumption and algae for processing in to other products/sectors.

Throughout the world there is evidence of mounting interest in marine resources and new maritime industries to create jobs, economic growth and to help in the provision of energy and food security. Expanding populations, insecurity of traditional sources of supply and the effects of climate change add urgency to a perceived need to address and overcome the serious challenges of working in the maritime environment. Four promising areas of activity for ‘Blue Growth’ have been identified at European Union policy level including Aquaculture; Renewable Energy (offshore wind, wave and tide); Seabed Mining; and Blue Biotechnology. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests.
