Excerpt from Biennial Report of the North Carolina State Board of Charities and Public Welfare: July 1, 1942 to June 30, 1944 After two and one-half years of war North Carolina is once more, in the light of current world military, events, approaching the point where it can look forward to peace-time activities and concentration upon the needs of civilian 1i.fe During the bien nium the war contributed new problems and duties to the work Of welfare agencies, increased the emphasis needed for Some programs, and at the same time reduced the pressures of some other responsibilities. Two years ago no one could forsee the possibilities of the armed conflict nor how soon the nation's efforts would start its armies On the path to victory. Two years ago the state was developing plans for evacuation of'its citizens in certain areas m the event Of enemy invasion and was calling upon its citizens for off-duty hours of training in civilian protection to supplement the many forms of military protection. The evacuation and reception 'plans, now worked out, will never be used during the present war. The civilian protection activities have to all practical purposes been shelved as the need for them from a military standpoint has passed, and they are retained only to the extent they may be utilized in the event of unforseen natural disaster. The surpluses in the, food supplies of. The nation have dis appeared as a result of the demand created by citizens at home and by those in liberated sections Of other countries. Where three years ago the farmers were raising too much, they now are being asked to raise more in order to meet foreign demand. Thus passed out Of the picture during this biennium the services of the State Board Of Charities and Public Welfare in distributing sur plus food supplies to those in the counties whose budgets were insufficient to meet their minimum daily food requirements. Between January 1, 1936, and June 30, 1943, the commodity program distributed a total Of units of food and other articles with a retail valuation of $22, 107, 408. 30. The state and the counties paid out only $601, 752. 37 during the entire time the program was under state and county welfare supervision. Fol lowing liquidation of the general commodity distribution program under the direction of welfare agencies, the school lunch program was continued under the supervision of educational units. Excerpt from Biennial Report of the North Carolina State Board of Charities and Public Welfare: July 1, 1926 to June 30, 1928 In the Report of the Committee on the Caswell Training School, In Its Relation to the Problem of the Feeble-minded of the State of North Carolina submitted on August 19th, 1926, Dr. W. S. Rankin, Chairman, said, We have in the Caswell Training School 411 inmates, and applying for admission 255 others - a total in, and asking to be let in, of 666. The State Commissioner of Public Welfare, Mrs. Kate Burr Johnson, calls attention to approximately 700 feeble-minded inmates in county homes. If to the 666 in the Caswell Training School and those asking to be allowed to enter, we add the 700 cases in the county homes, we have a total of actual institutional cases. The current capacity of Caswell Train ing School is 575. The Board of Directors is asking for an increase of 100. Other examples could be given Showing that, regardless of what has been done, we are still lacking in facilities to care for the wards of the State. Here we are merely discussing the fact of institutional care without touching the scientific aspect of care - another story in itself. Mr. Roy M. Brown resigned in September, 1925, to accept a position as Research Associate, Institute for Social Research and Science, Uni versity of North Carolina School of Public Welfare. Mr. Brown had been with the State Board four. Years, and during that time had rendered the State loyal, efficient and conscientious service. For the second time the University called Mr. Brown, and the State Board, working with a decreased appropriation, did not feel that it could ask Mr. Brown to. Stretch his loyalty to the extent of making the personal sacrifice that a second refusal of the University offer Would mean. Mr. R. Eugene Brown succeeded Mr. Roy M. Brown. At the time he was employed by the Salary and Wage Commission. Mr. R. Eugene Brown is a graduate of the University of North Carolina, and had done research work in the Institute for Social Research there.
