Such auditor shall forthwith upon receipt thereof, publish, under the proper party designation, the title of each office to be filled, the names and addresess of all persons for whom proper nomination papers have been duly filed, both in his own office and in the office of the secretary of state, giving the name and address of each, the date of the primary, the hours during which the polls will be open, and that the primary will be held in the regular polling place in each precinct. It shall be the duty of the said auditor to publish said notice once each week for two consecutive weeks prior to the said primary election." The use by the legislature in this section of the words ' for whom proper nomination papers have been duly filed" has led to some confusion and is interpreted by some of the county auditors to limit the notice to such candidates only as have filed both nomination papers and a candidate's affidavit. I do not think this was the intention of the legislature. It is just as important that the voters be informed as to the candidates for township offices and members of the board of supervisors in counties where they are elected by districts as it is that they know who the candidates for the county offices are. The notice to be published by the auditor should therefore, include the names and addresses of all per-sons who have filed proper affidavits as candidates for township offices or members of the board of supervisors in counties divided into supervisor districts. Fifth. Section 1087-a13, above quoted, provides that the ballots shall be made up of "separate sheets of paper uniform in color, quality and size." To fully meet this...
