Sir: - I have the honor to present herewith, my second biennial Report, as Adjutant General of this State, for the years 1895 and 1896, together with reports of other officers; and various other matters concerning the West Virginia National Guard. Organization. The West Virginia National Guard, as organized under the provisions of Chapter 24, Acts of 1889, consists of one Brigade of two Regiments, with headquarters at Parkersburg. The First Regiment, at present, having eight companies, and the Second Regiment having nine companies, neither regiment being full.
