During wet weather events, separate and combined wastewater collection systems deliver substantial amounts of storm water runoff to wastewater treatment plants. Often these flows inundate collection systems and treatment works creating bypasses of untreated or partially treated wastewater. The federal Clean Water Act (CWA), its amendments, and associated regulations have been attempting to address these concerns for nearly 30 years. These regulations, coupled with the wastewater treatment standards under the CWA, are posing immense challenges to the owner/operators of wastewater systems, who are also driven to provide the most cost-effective service to customers. This project (WERF Project 00-CTS-6, "Best Practices for the Treatment of Wet Weather Wastewater Flows") undertook a review of currently available technologies to improve the performance and efficiency of wet weather wastewater treatment and also identified potentially beneficial technologies and methodologies that are emerging in this area. The project report includes the types and characteristics of current technologies and methodologies available to ensure treatment of wet weather wastewater flows. The following are the categories of technologies are assessed in report: vortex separation, enhanced clarification, operational enhancements, flushing systems, and disinfection.

Innovative Urban WetWeather Flow Management Systems does two things: It considers the physical, chemical, and biological characteristics of urban runoff; then describes innovative methods for improving wet weather flow (WWF) management systems. The result of extensive research, Innovative Urban Wet-Weather Flow Manage-ment Systems looks most at how to handle runoff in developments of the 21st century: the confl icting objectives of providing drainage while decreasing stormwater pollutant discharges; the impact of urban WWF on surface and groundwater, such as smaller urban stream channels scoured by high peak flows; sediment transport and the toxic effects of WWF on aquatic organisms; the effectiveness of WWF controls-including design guidelines and source and downstream controls-are an important issue. Innovative Urban Wet-Weather Flow Management Systems looks at how source controls like biofi ltration, created through simple grading, may work in newly developing areas, while critical source areas like an auto service facilities, may need more extensive treatment strategies. Focusing WWF treatment on intensively used areas, such as the 20 percent of streets that handle the bulk of the traffic, and under utilized parking areas is also considered. Developing a more integrated water supply system-collecting, treating, and disposing of wastewater, and handling urban WWF-requires innovative methods, such as a neighborhood-scale system that would recycle treated wastewater and storm water for lawn watering and toilet flushing, or use treated roof runoff for potable purposes.

Publicly owned treatment works (POTWs) - often faced with a limited ability to control highly variable wet weather flows - must propose alternatives, assess impacts, and proactively communicate with regulators and the community during wet weather events. To help address these issues, WEF's guide provides a method for POTWs to be more proactive in planning for these events and outlines a process that can be used to build support for real-world solutions to improve overall water quality. In addition, the guide supports implementation of EPA's proposed Peak Wet Weather Discharge Policy. Announced in December 2005, the policy applies the bypass standard of "no feasible alternatives" to wet weather diversions at POTWs serving sanitary sewers. If finalized, it will require a comprehensive utility analysis to identify and assess alternatives to discharges and restrict diversions when peak flows are largely due to poor collection system maintenance or lack of investment in capacity.
