In the earliest days Of the war the Confederate Congress authorized the drafting Of every able-bodied white man between the ages of eighteen and forty-five. After the costly defeat at Gettysburg, the conscription was rigidly enforced, and the privilege so generally em joyed in the North Of buying a substitute was denied to conscripts. The land was literally swept clean Of able-bodied white men, and the exten sion of the conscription law to permit the enrollment of boys Of sixteen and men of sixty in the reserve or home guard, led General Grant to write that the Confederate authorities robbed alike the cradle and the grave.
