It was prepared by the staffs of the Joint Committee on Taxation and Senate Committee on Finance in response to a request by Finance Committee Chairman, Robert Dole, in October 1982. The second part is a discussion of the taxation of life insurance products and policyholders. The third part is a discussion of the taxation of life insurance companies.
