What are public health services? Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications Organization and financing of public health services in Europe and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance (both forthcoming).

The European People's Party, the largest political party in Europe, has roots that run deep in history. Founded in 1976 as a Christian Democratic federation, the European People's Party is now a strong centre-right movement and a leading European political family. It has member parties in almost all European countries, and it is very well represented in the institutions of the European Union. This book tells the story of the European People's Party: why it was founded, how it is currently organised and what its guiding ideas, values and principles are. It gives an up-to-date account of the party's contribution to European integration, its work with its member parties and its central role in organising the centre-right in Europe. Above all, this book is for everyone who wants to know what a European-level political party looks like, how it is structured and how it acts.

Based on extensive empirical work by a cross-European group of researchers, this book assesses the impact of the creation of the European External Action Service (EEAS) on the national foreign policy-making processes and institutions of the EU member states. As such, the contributions cover both the involvement of the national diplomatic and foreign policy actors in shaping the outlook of the EEAS and its mission, as well as the changes (or not) it has produced for those actors of the member states. The analysis draws in theoretical frameworks from Europeanization and socialization, but also from intergovernmental frameworks of policy-making within the European Union. An introduction by the editors outlines the issues and trends examined in the book and establishes the theoretical and methodological framework. Split into 2 sections, Part I: EEAS and national diplomacies as part of global and European structures has contributions by Richard Whitman, Rosa Balfour, Christian Lequesne, Caterina Carta and Simon Duke. Part II: National diplomacies shaping and being shaped by the EEAS is covered by Daniel Fiott, Fabien Terpan, Cornelius Adebahr, Andrea Frontini, Ignacio Molina and Alicia Sorroza, Laura C. Ferreira-Pereira, Alena Vysotskaya G. Vieira and Louise van Schaik, Grzegorz Gromadzki, Mark Rhinard, Jakob Lewander and Sara Norrevik, Sabina Kajnc Lange, Ruby Gropas and George Tzogopoulos, Vit Beneš and Kristi Raik. This book is much needed, especially in an era when the EU is trying to pull its weight in the international sphere (e.g. Syria, Iran, the Arab Spring, Chinese relations and emerging powers) but also at a time when the EU is trying to recalibrate its institutional structure in light of the current financial predicaments and questions on the democratic legitimacy of the European project.

This book provides the most recent overview of media systems in Europe. It explores new political, economic and technological environments and the challenges they pose to democracies and informed citizens. It also examines the new illiberal environment that has quickly embraced certain European states and its impact on media systems, considering the sources and possible consequences of these challenges for media industries and media professionals. Part I examines the evolving role of public service media in a comparative study of Western, Southern and Central Europe, whilst Part II ventures into Europe’s periphery, where media continues to be utilised by the state in its quest for power. The book also provides an insight into the role of the European Union in preserving the independence and neutrality of public service media. It will be useful to students and researchers of political communication and international and comparative media, as well as democracy and populism.

Contributing to a rethink of Public Service Media, this book combines theoretical insights and legal frameworks with practice, examining theory and policy development in a bottom-up manner. It explores the practices of Public Service Media across Europe, assessing the rules that govern Public Service Media at both the EU and the National Member State level, identifying common trends, initiated by both the European Commission and individual countries, illustrating the context-dependent development of Public Service Media and challenging the theories of Public Service Broadcasting which have developed an ideal-type public broadcaster based on the well-funded BBC in an atypical media market. Seeking to further explore the actual practices of Public Service Media and make recommendations for the development of more sustainable policies, this book offers case studies of rules and practices from across a variety of EU Member States to consider the extent to which public broadcasters are making the transition to public media organisations, and how public broadcasters and governments are shaping Public Service Media together. This book is a must-read for all scholars who take an interest in Public Service Media, media policy and media systems literature at large. It will also be of interest to practitioners working in government, Public Service Media and commercial media.

This book, part of the new wave of political sociology in EU studies, examines the dialectics of construction/deconstruction of the European civil service through a succession of empirically grounded case studies. Breaking with the usual representations of ‘Eurocrats’, it sheds light on a hidden aspect of the current European crisis: a crisis of social reproduction which affects the European civil service in a heavy context of management reforms, enlargements, institutional changes and the euro crisis. This in turn has a number of consequences in terms of internal tensions, power, and more broadly, the capacity of EU institutions to create convergence between diverging national and economic interests, and to embody a European future. European Civil Service in (Times of) Crisis will be of interest to students and scholars across a wide range of disciplines, including politics, sociology and public administration, to practitioners working in and with the EU institutions, as well as those wishing to know more about the EU.

How are public health services in Europe organized and financed? With European health systems facing a plethora of challenges that can be addressed through public health interventions there is renewed interest in strengthening public health services. Yet there are enormous gaps in our knowledge. How many people work in public health? How much money is spent on public health? What does it actually achieve? None of these questions can be answered easily. This volume brings together current knowledge on the organization and financing of public health services in Europe. It is based on country reports on the organization and financing of public health services in nine European countries and an in-depth analysis of the involvement of public health services in addressing three contemporary public health challenges (alcohol obesity and antimicrobial resistance). The focus is on four core dimensions of public health services: organization financing the public health workforce and quality assurance. The questions the volume seeks to answer are: o How are public health services in Europe organized? Are there good practices that can be emulated? What policy options are available? o How much is spent on public health services? Where do resources come from? And what was the impact of the economic crisis? o What do we know about the public health workforce? How can it be strengthened? o How is the quality of public health services being assured? What should quality assurance systems for public health services look like? This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications: Organization and financing of public health services in Europe: country reports and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance.
