This document was prepared within the framework of the FAO’s Strategic Objective 1 (SO1): Help eliminate hunger, food insecurity and malnutrition. This document served as a background paper to present the status of policy mainstreaming and policy research for the improvement of policy development in aquaculture in support of food security, nutrition and poverty eradication. The document was presented in various African fora and received the validation of the stakeholders for its publication as part of policy research. Specifically, the paper was presented and included the inputs from the Consultative Meeting on Aquaculture Policy Development in Addis Ababa, Ethiopia, from 3 to 4 December 2018, 37th SADC Fisheries and Aquaculture technical meeting in Windhoek and the Consultative meeting on “improving policy development in aquaculture in support of food security, nutrition and poverty eradication” held in Kigali, Rwanda, from 10 to 14 June 2019. This research report includes recommendations by the stakholders to guide the mainstreaming of fisheries and aquaculture within wider policy frameworks, for the formulation and implementation of technical programmes for enhanced food security and nutrition at country and regional level in Africa.

Although policies can be critical constraining or enabling factors for aquatic food systems (AqFS) development, scarce evaluation of the impacts of existing policies means that decision-makers have limited understanding of how to improve the design and implementation of effective policies. This paper reviews key policy issues in AqFS and how they have been analyzed and assessed to provide context-tailored policy options and guidance. Our review shows that countries face many policy issues but have little analysis on them. Despite the availability of a wide variety of frameworks, concepts, tools, methods, and approaches, their application in empirical analysis to solve policy issues in AqFS has been limited. More research is available on local- and community-level governance of fisheries, but less on national or subnational policies and regulations in AqFS. The few available policy studies focus on developed countries, with fewer applications in developing countries where growth of the aquaculture and fisheries sectors is much stronger. The studies provide useful policy options and guidance, and this review highlights the need for more such studies to address policy-related issues in the sector.

This technical document has been developed in recognition of the increasingly diverse demands for water from irrigation systems and the need to introduce more holistic land uses into conventional irrigation management. Despite historical precedents and efforts in the twentieth and early twenty-first centuries, the potential for the integration of fish production (capture fisheries and aquaculture) and irrigation systems has yet to be fully realized. Capturing these underutilized opportunities for the integration of fisheries and aquaculture could significantly increase local economies, food security, household incomes and livelihood diversity within irrigated agriculture systems. To re-examine the potential of fisheries in irrigation systems, the concept of the extended command area (ECA) is used, expanding the conventional definition of an agriculture irrigation command area. The reason for this expanded definition is because all elements of an irrigation system, from upstream dam storage to downstream drainage areas, offer opportunities for increasing fish production. Many of these opportunities may be realized at no additional cost to the main irrigated crop. This document provides an introduction to the ways fisheries and aquaculture already co-exist with irrigation and explores the threats and opportunities that arise from this. A key concept for sustaining and enhancing inland capture fisheries is “connectivity”– a fundamental basis for ensuring adequate environmental conditions to allow fish to flourish within an aquatic ecosystem such as a river, lake, or wetland. Improving connectivity within an ECA can restore elements of ecological services that may have been compromised or degraded through irrigation, water management or through other rural infrastructure development such as road construction. Practical application of the integration of fisheries and irrigation systems is explored through the use of the Ecosystem Approach to Fisheries (EAF) in the context of irrigation systems. The proposed process links the development of an EAF management plan for fisheries to irrigation system operation and is given the acronym EAFm-i. A key part of this linkage is an assessment of water resources in the system and the management of water for delivery to fisheries. Additional tools to support the EAFm-i process are also described. Although the experience and approach are drawn largely from irrigation systems and inland capture fisheries in Southeast Asia, the application of the ECA concept and approach will be relevant to any irrigation or water management system where there is potential for the closer integration and harmonization of fisheries and irrigation systems and where water users are interested in realizing this potential. This short paper is intended to encourage fisheries and irrigation specialists to engage in greater dialogue and cooperation over the integration of fisheries into irrigation planning and to support piloting of an EAFm-i process, which can be the basis for further development.

An ecosystem approach to aquaculture is a strategy for the integration of the activity within the wider ecosystem such that it promotes sustainable development, equity and resilience of interlinked social-ecological systems. Being a strategy, the ecosystem approach to aquaculture (EAA) is not what is done, but rather how it is done. The main objective of the guidelines is to assist countries, institutions and policy-makers in the development and implementation of a strategy to ensure the sustainability of the aquaculture sector, integration of aquaculture with other sectors and its contribution to social and economic development.
