Early age cracking on concrete bridge decks has been experienced by many state departments of transportation (DOTs). In Colorado the cracking problem on newly constructed bridge decks has not been completely solved. In this study, the extent and causes of the cracking problem were investigated, and necessary changes to alleviate the cracking problem were identified. To achieve these goals, current Colorado Department of Transportation (CDOT) practice was reviewed and compared with other DOTs practices for construction of bridge decks. A database analysis of field inspection results was performed.

In 2000, a forensic evaluation was conducted on a project that was exhibiting early longitudinal cracking near the wheel paths. A team of national asphalt experts conducted this forensic evaluation. The forensic team concluded that the cracking on the project was surface initiated cracking and was caused by a number of contributing factors. One of the contributing factors to the early distress that was identified by the experts were the pockets of segregation that were observed at the bottom of the surface lift but were not apparent on the surface. The object of this study was to determine the extent of "top-down cracking" in Colorado, what causes it, how can it be prevented, if it occurs how is the distress treated, and how quickly does the distress need to be treated.

The mechanisms by which buildings and infrastructures degrade are complex, as are the procedures and methods for inspection and for rehabilitation. This book examines the various problems caused by non-uniform deformation changes, poor durability, and natural and human disasters such as earthquakes and fire. Attention is given to the causes and mechanisms of the deterioration. General procedures and commonly used techniques for inspection and evaluation of existing infrastructures are introduced. The desk study, destructive test, and non-destructive test are discussed – in particular the newly developed non-destructive methods for deterioration monitoring. The book then moves on to conventional renovation techniques such as patch and steel plate strengthening, which meet the requirements of normal practice. Special attention is paid to compatibility between repair materials and degraded materials. Corrosion of reinforced concrete structures has been a significant problem for many state and transportation agencies since the application of deicing salts was introduced. Much research has been conducted to develop corrosion protection systems that can prolong the life span of reinforced concrete structures. The Colorado Department of Transportation (CDOT) has several routine and experimental measures to prevent corrosion of the rebar including epoxy-coated rebar, calcium nitrite admixture, organic corrosion inhibitors, a thick cover of quality concrete, and a waterproofing membrane covered by an asphalt overlay. An extensive literature review was performed to collect information on various corrosion protection systems that have been used in the U.S. and around the world. Current CDOT practices in terms of corrosion protection measures were reviewed. A draft inspection plan for Colorado's bridge structures was proposed.

Cracking is a major problem with newly placed concrete decks. These decks tend to develop full depth, transverse cracks and partial depth longitudinal cracks within a few months of the concrete being placed. A literature review showed that several other states had experienced similar problems. A review of data from Ohio bridge decks showed weak correlations between deck cracking and slump, time of year when the deck was placed, shrinkage, chloride permeability and compressive strength, but there was no clear relationship between cracking and any of these properties. Data also suggested that using a coarse aggregate with an absorption> 1% may help mitigate deck cracking but will not always stop it. As part of this study, 3 bridge decks were instrumented. One was a standard class "S" concrete deck and the other two were high performance concrete. The class "S" deck showed only hairline cracking after 1 year, but transverse cracking occurred in the HPC decks. Instruments were placed in the decks to monitor strains. From the data, it appears that cracking is caused by several factors. High heat of hydration caused the plastic concrete to expand. When the concrete sets and cools, tensile stressed develop. Further tensile stresses develop through drying shrinkage. Restraining the deck against normal thermal movement contributes to additional tensile stress. Autogeneous shrinkage, where high heats of hydration cause water evaporation during hydration, and plastic shrinkage may cause more tensile stress. Recommendations for mitigating cracking include using lower cement contents, adding pozzolans and retarders, using slightly higher water/cement ratios, using larger aggregates, taking steps to limit shrinkage and eliminating restraints.

This report summarizes the findings of a study whose primary objectives are to determine the cause of extensive transverse cracking that has been observed in some existing bridge decks, and to identify the change of material specifications and construction practice that is necessary to reduce the severity of deck cracking. To achieve these goals, recent studies on the cause of bridge deck cracking were reviewed, an experimental study was conducted to compare the shrinkage properties of different concrete mixes, and the current material and design specifications and construction practice adopted by the Colorado Department of Transportation (CDOT) were reviewed to identify areas that need improvement. A survey was conducted on seven newly constructed bridges to examine the extent of cracking in concrete decks that were constructed with the different mix designs and curing procedure that were currently used by CDOT.
