This report assessed the potential vulnerability of California's largest baseload power plants, Diablo Canyon Power Plant and San Onofre Nuclear Generating Station, to a major disruption due to a seismic event or plant aging and other major issues related to the future role of these plants in the state's energy portfolio. The report considers the seismic vulnerabilities of the nuclear plant sites, structures, and spent fuel storage facilities and the vulnerabilty of the plants to age-related degradation. It also considers the impacts of a major disruption at these plants on California's transmission grid and power supply. Finally, it considers policy areas related to California's operating nuclear power plants, including cost, land use, and local economic impacts of nuclear waste accumulation at the plant sites; economic and environmental tradeoffs among alternative power supply options; and potential implications of renewing the operating licenses of these plants. An independent analysis is made of the economic, social, and environmental impacts resulting from the passage or non-passage of the California Nuclear Power Plant Initiative. The Initiative would place constraints on nuclear power development in California. The executive summary provides a condensed presentation of the results of the study. Volume 2: An analysis was made of the economic, environmental, and sociocultural impacts of alternative electric generation options on California, surrounding states, and the U.S. as a whole. The relative costs, risks, and benefits of passage or non-passage of the California Nuclear Power Plants Initiative (which would put constraints of nuclear electric generation) were studied. Electricity supply and demand are discussed, including information on capacity requirements, fuels requirements, alternative demand growth patterns, reserves and reliability factors, and supplies of fossil fuels. Electricity price effects, capital-spending patterns, specific sectoral impacts, employment implications, and long-run economic growth effects of alternative scenarios are covered. Environmental impacts of alternative cases and sociocultural impacts are studied. Volume 3: The purpose of the entire study was to evaluate the possible economic, environmental, and sociocultural effects of the passage or non-passage of the California Nuclear Power Plants Initiative, which would place constraints on nuclear power generation in California. This report is made up of 20 appendixes which contain supplemental information on Electricity supply and demand; economic effects; environmental assessment; and sociocultural implications. Volume 4: Volume Four of this study on the effects of the California Nuclear Power Plants Initiative contains comments of five members of the Oversight Committee on the accuracy of the analysis.
