The renovation of the EU existing built environment to make it more energy-efficient and less carbon intensive over its entire life cycle, as emphasised by the Renovation Wave strategy within the European Green Deal, assumes a key-role to meet the ambitious goal of a climate-neutral society and economy by 2050. However, the European existing building stock, mainly located in the EU seismic-prone regions, also suffers from seismic vulnerability leading to detrimental social, economic, and environmental impacts in case of an earthquake. Hence, it is essential to boost integrated renovation interventions aimed at simultaneously enhancing the seismic and energy performances of buildings to effectively achieve a safe, resilient and sustainable building sector.

This technical report presents the study carried out within the Action 3 'Methodologies for assessing the combined effect of upgrading' of REEBUILD project, introducing a simplified integrated method for the assessment of the combined seismic and energy retrofit of existing buildings, along with their environmental performance, in a life-cycle perspective by achieving a global assessment result in economic terms. The development of a user-friendly method to assess the potential improvements achieved in a combined renovation project is essential to ease and speed up the knowledge of benefits that different stakeholders e.g. owners, industry, policy makers, etc., can gain by combining seismic safety and energy efficiency retrofit technologies, thus overcoming renovation barriers, such as intervention cost, execution time, inhabitants' relocation, institutional and administrative issues. A review of the existing methodologies for the seismic and energy retrofit assessment of existing buildings is first carried out, serving as a state-of-the-art for proposing the simplified combined assessment method. Specifically, two key-streams of available methods and tools are investigated: (i) sector-specific methods, focusing on methods and tools devoted to the independent assessment of either seismic or environmental/energy performance of buildings, and (ii) multi-performance methods, including sustainability assessment methods and tools, mainly focused on qualitative procedures (i.e. sustainability rating systems based on indicators of different weight), and integrated methodologies developed in the last years to provide a quantitative holistic life cycle-based assessment. Within the latter category of the analysed existing assessment methods, the Sustainable Structural Design (SDD) methodology, developed in the framework of the SAFESUST (SAFEty and SUSTainability) approach results particularly noteworthy. Hence, it is considered as point of reference to introduce a simplified combined assessment method, consisting of four main steps, namely (i) input information, (ii) selection of techniques, (iii) integrated retrofit design and evaluation, and (iv) optimised solutions. Finally, four case studies referring to EU representative residential and non-residential building typologies needing combined seismic and energy retrofit are identified in order to apply both the selected standard (i.e. SSD methodology) and the proposed simplified combined assessment method.

The principle of sustainability should be strictly connected with safety, since both aim to conserve resources: in the case of sustainability, the resources are typically thought of as environmental, while in the case of safety, the resources are basically human. In spite of this common ground, discussions on sustainability usually give insufficient attention to safety. In the last years the EU has made large investments to increase the energy efficiency of the existing building stock, paving the way for a low-carbon future; however, less effort has been made to enhance its seismic resilience. Therefore, the safety and, consequently, the sustainability of towns situated in earthquake-prone countries remain inadequate. In such countries, energy renovation actions should be combined with seismic retrofitting. However, a number of barriers considerably limit the real possibility of extensively undertaking combined retrofit actions, especially for multi-owner housing and high-rise buildings. These barriers are of different kinds: technical (e.g., unfeasibility and/or ineffectiveness of conventional retrofit solutions), financial (e.g., high renovation costs, insufficient incentives/subsidies), organizational (e.g., occupants’ disruption and relocation, renovation consensus by condominium ownerships), and cultural/social (insufficient information and skills, lack of adequate policy measures for promoting renovation actions). This book aims to overcome these barriers and to bridge the gap between sustainability and safety, so to conserve both human and environmental resources.

This book encompasses the most challenging topics in earthquake engineering and seismology aiming at seismic risk reduction and reveals the outstanding progresses made in Europe in the past four years. Earthquakes pose a significant threat to countries around the world. But, equipped with the right knowledge and tools, engineers and seismologists can support policy and decision makers and building officials in creating a safer future for all of us. In this paradigm, the Third European Conference on Earthquake Engineering and Seismology (3ECEES) is organized in Bucharest (Romania) in September 2022 by the Romanian Association for Earthquake Engineering, Technical University of Civil Engineering of Bucharest and National Institute for Earth Physics. This outstanding scientific event is the third in a series started in 2006 in Geneva, Switzerland and continued in 2014 in Istanbul, Turkey. The papers included in this book are written by the most prominent contemporary European scholars in the two-folded fields of 3ECEES. The Distinguished Nicholas Ambraseys, along with 28 invited lectures providing the best knowledge in the fields of earthquake engineering and seismology, are shared with the general readership of this book. The book is organized in three parts, as follows: (1) Seismicity, engineering seismology and seismic hazard, (2) Seismic risk assessment and mitigation, and (3) Structural earthquake engineering. The 29 contributed papers for this book are shared among these three parts almost equally. The present volume contains a total of 23 papers centred on the research area of Seismic Assessment and Rehabilitation of Existing Buildings. This subject also forms the core of Project SfP977231, sponsored by the NATO Science for Peace Office and supported by the Scientific and Technical Research Council of Turkey [ TUBIT AK ]. Most of these papers were presented by the authors at a NATO Science for Peace Workshop held in Izmir on 13 - 14 May, 2003 and reflect a part of their latest work conducted within the general confines of the title of the NATO Project. Middle East Technical University, Ankara, Turkey serves as the hub of Project SfP977231 and coordinates research under the project with universities within Turkey, e. g. Istanbul Technical University and Kocaeli University, and with partner institutions in Greece and the Former Yugoslav Republic of Macedonia: A few articles have also been contributed by invited experts, who are all noted researchers in the field. Altogether, the contents of the volume deal with a vast array of problems in Seismic Assessment and Rehabilitation and cover a wide range of possible solutions, techniques and proposals. It is intended to touch upon many of these aspects separately below. Earthquakes constitute possibly the most widely spread and also the most feared of natural hazards. Recent earthquakes within the first six months of 2003, such as the Bingol Earthquake in Turkey and the Algerian earthquake, have caused both loss of life and severe damage to property.

Devastating seismic events occurring all over the world keep raising the awareness of the scientific, technical and political communities to the need of identifying assets at risk and developing more effective and cost-efficient seismic risk mitigation strategies. Significant advances in earthquake engineering research have been achieved with the rise of new technologies and techniques with potential use in risk assessment, management and mitigation. Nevertheless, there is still much to be done, particularly with regard to existing buildings, most of them built without anti-seismic provisions. The wide variety of construction and structural systems, associated with the complex behaviour of their materials, greatly limit the application of current codes and building standards to the existing building stock. To tackle this issue, there is a fundamental need for developing multidisciplinary research that can lead to the development of more sophisticated and reliable methods of analysis, as well as to improved seismic retrofitting techniques compliant with buildings conservation principles. This book intends to contribute to the aforementioned goal by stimulating the exchange of ideas and knowledge on the assessment and reduction of the seismic vulnerability of existing buildings. 10 high quality contributions authored by international experts from Italy, Portugal, Morocco, Nepal, Czech Republic and Spain are included herein. All contributions pursue the protection of existing buildings by considering the most updated methods and advanced solutions emerging from different fields of expertise.

Our buildings are ageing, posing an urgent need for renovation to achieve multidimensional European and international goals. Integrated renovation of buildings provides a unique opportunity to create a safe, sustainable and inclusive built environment, as it lies at the nexus between European policies on disaster resilience, energy efficiency, circularity and social cohesion. The pilot project 'Integrated techniques for the seismic strengthening and energy efficiency of existing buildings' promotes this holistic view of renovation, provides scientific support to building renovation policies in the EU and encourages their further development. This science-for-policy report summarises the main outcomes of the pilot project. Existing seismic, energy and combined/ integrated renovation technologies were reviewed. A simplified method for assessing the benefit of combined renovation was proposed and applied to representative buildings. An integrated framework was developed for regional impact analysis. Seismic risk, energy performance and socioeconomic aspects were assessed throughout Europe to identify priority regions and investigate renovation scenarios. Integrated renovation can save lives, energy and investments while reducing the environmental burden. Policy makers, EU, national and regional authorities together with practitioners and the public are the beneficiaries of this project.
