In an effort to improve the traffic control device (TCD) communication link between the road operator and the road user, the Transportation Research Board Committee on Traffic Control Devices sponsored Conference Session 43 at the 1986 Annual Meeting on "Testing Motorist Understanding of Traffic Control Devices". The Conference purpose was to present an overview of problems which motorists have in understanding traffic control devices; to examine various methods for evaluating traffic control device understanding, including discussions of past and potential future techniques; and to obtain audience input on evaluating the feasibility of developing a standardized testing procedure for motorist understanding of TCD's. This Circular contains edited presentations from the Conference Session and a Research Problem Statement which addresses the development of a standardized motorist testing procedure for use in evaluating TCD effectiveness.

This assessment was accomplished through a review of previous research efforts and by conducting a survey of over 500 Kansas motorists. 43 signs and pavement markings were evaluated in the survey of Kansas motorists. These traffic control devices consisted of 25 warning signs, 13 regulatory signs, and 5 longitudinal pavement markings. Two self-administered questionnaire-type survey instruments were used in this study. The primary instrument consisted of 43 questions with multiple choice responses. The second survey instrument was a self-administered open-ended questionnaire that required the respondents to record their own explanation of the meaning of each sign.
