However, with increasing competition of the global and surrounding ports, Hong Kong has started losing its leadership in container handling mode and if it is not being dealt with quickly, other ports will catch up Hong Kong in years to come. The Hong Kong Government has produced some strategies in maintaining the Hong Kong's leadership in the port industry and one direction is to improve the port productivity. This paper reviews the issue of productivity of container terminal from the point of view of the container terminal operator. There are many factors that affect the productivity of a container terminal, however, the only one that are under direct control of a container terminal operator is the operation productivity within the terminal. In this study, terminal operation productivity is evaluated in two parts; a macro-analysis of container terminals in different continents follows by a micro-analysis of a single container terminal in the South China region. The macro-analysis involves a benchmarking study of various high throughput container terminals selected from the top 10 container ports III 2001. The benchmarking study reviews the key performance indicators of terminal productivity and through comparison of various terminals; the current terminal performance in the high throughput container terminals is evaluated. The micro-analysis reviews the container handling operations within a terminal in details. A container terminal is divided into 3 parts, the quayside, the yard and the gate. D.

South Asia’s trade almost doubled in the past decade, but the share of trade in GDP is still smaller (47 percent) than in East Asia (55 percent), and South Asia’s economic competitiveness continues to lag that of other regions. Part of the problem is the region’s container ports. As a result of inefficiencies, the average cost of exporting or importing a container in the region is more than twice what it is in East Asia. Better port logistics could help increase trade, diversify exports, attract more foreign direct investment, and spur economic growth. As container traffic continues to grow and physical expansion is constrained by the limited supply of available land at most ports, the best way to improve port performance is by increasing productivity. To identify strategies for doing so, this report examines the performance of the 14 largest container ports in the region based on two sets of criteria: operational performance and economic performance. To measure operational performance, the report benchmarks total time at port, waiting time at port, and idle time as a share of total time at berth. To measure economic performance, it benchmarks productivity and efficiency using two useful techniques: Malmquist total factor productivity decomposition and data envelopment analysis. The report identifies key drivers of port performance and examines how differences in performance across ports are related to those drivers. This analysis is based on an original dataset on private sector participation, governance, and competition in South Asia’s container port sector. To highlight the potential gains from improving performance of container ports, the report uses econometric techniques to isolate the impact of efficiency improvements on maritime transport costs and trade. The results suggest that the best strategy for improving port performance in the region is a three-pronged approach that (a) encourages private sector participation through a well-developed enabling environment, including further adoption of the “landlord†? port model; (b) strengthens the governance of port authorities’ boards; and (c) promotes competition between and within ports, in part through transparent and competitive concession bidding.

Container Terminals (CT) operate as central nodes in worldwide hub-and-spoke networks and link ocean-going vessels with smaller feeder vessels as well as with inbound and outbound hinterland transportation systems using road, rail, or inland waterways. The volume of transcontinental container flows has gained appreciably over the last five decades -- throughput figures of CT reached new records, frequently with double-digit annual growth rates. Stimulated by throughput requirements and stronger competition between terminals settled in the same region or serving a similar hinterland, respectively, cost efficiency and throughput capabilities become more and more important. Nowadays, both terminal capacity and costs have to be regarded as key indicators for CT competitiveness. In respect of this steady growth, this handbook focuses on planning activities being aimed at “order of magnitude improvements” in terminal performance and economic viability. On the one hand the book is intended to provide readership with technological and organizational CT basics for strategic planning. On the other hand this book offers methodical assistance for fundamental dimensioning of CT in terms of 'technique', 'organization' or 'man'. The former primarily considers comprehensive information about container handling technologies representing the state of the art for present terminal operations, while the latter refers to methodological support comprising in particular quantitative solutions and modeling techniques for strategic terminal decisions as well as straightforward design guidelines.
