This monongraph reviews the U.S. Army's standard methods for problem solving and decisionmaking to see how they might take more account of a commander's intuition at every step. The ideas offered here go beyond the Army's current view of intuition in its latest version of Field Manual (FM) 5-0, Army Planning and Orders Production, issued January 2005. That version presents "analytical" and "intuitive" as two different types of decisionmaking, for two different situations: The analytical approach to decisionmaking serves well when time is available to analyze all facets affecting the problem and its solution. However, analytical decisionmaking consumes time and does not work well in all situations - especially during execution, when circumstances often require immediate decisions. * Intuitive decisionmaking is especially appropriate in time-constrained conditions. It significantly speeds up decisionmaking. Intuitive decisionmaking, however, does not work well when the situation includes inexperienced leaders, complex or unfamiliar situations, or competing courses of action (COAs).

This book employs game theory to warfare and in particular to military operations. It aims at scrutinizing the validity of the two ideas that have governed the literature on war and warfighting: One is the Clausewitzian Fog of War, which suggests that he who is able to "see" through the gunsmoke and observe his opponent’s moves before he has to commit to some strategy himself, should be able to gain an advantage over that enemy; the other is the tradition of understanding military conflict as a zero-sum game. Combined, these ideas seem to imply that war always gives rise to a second-mover advantage. This book questions the validity of this presumption at the operational level of military planning. It provides a simple but rigorous game-theoretic framework in order to analyse operational alternatives for a whole range of typical conflicts Western military forces are facing, including the most recent ones such as Anti-Access/Area-Denial and supporting host nations' counterinsurgency campaigns.

The Army Vision recognizes explicitly that in future operations, Army forces will perform missions as part of a larger joint-combined- multinational force. Given the importance that Army doctrine places on coalition operations, and the capability gap between the U.S. Army and even the most sophisticated partner ground forces, it will be critical to take steps to increase multinational force compatibility (MFC) before any deployment. Preparing for such a future is one aspect of the Army's Title 10 functions, and it entails finding ways to enhance the long-term compatibility of its units with units of the most important and most likely coalition partners. The Army's international activities (IA), most of which enhance MFC, are the main vehicle for meeting this goal. This study's principal purpose is to help improve the Army's planning of its IA activities, in order to enhance the performance of ground forces in coalition operations across the spectrum of missions. This entails two key steps: (1) improve the organizational mechanisms to monitor and administer Army international activities, and (2) devise a long-term MFC plan.
