The share on employed population in June 2021was similar to the pre-pandemic levels (Feb 2020). However, 13.5 percent of those who had a job before the pandemic started, have lost their job by June 2021.Women and low skilled workers were the most affected. Food insecurity has doubled when compared with pre pandemic levels and has not improved with respect to May 2020. School-age children were mainly attending virtual classes, but 5 percent were not attending presential or virtual classes. Household chores increased disproportionally for women. The increase on time spent in education and schoolwork help to children is the highest of the region. Reported mental health impacts are among the highest in the region, particularly for women.

The Coronavirus disease 2019 (COVID-19) high-frequency phone survey (HFPS) 2020 was conducted in 13 Latin American countries: Argentina, Bolivia, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Paraguay, and Peru. It followed a panel sample over three waves of data collection in 12 countries and over four waves in Ecuador. All waves spanned from May to August 2020 and each wave's collection period lasted about ten days on average. The survey was administered to one adult per household. Each respondent was presented with both individual and household-level questions. All national samples were based on a dual frame of cell and landline phones, and selected as a one-stage probability sample, with geographic stratification of landline numbers. The samples were generated through a random digit dialing (RDD) process covering all cell and landline telephone numbers active at the time of the sample selection. Survey estimates represent households with a landline or at least one cell phone and individuals of 18 years of age or above who have an active cell phone number or a landline at home.

The fight to end poverty has suffered its worst setback in decades after more than 20 years of progress. The goal of ending extreme poverty by 2030, already at risk before the pandemic, is now beyond reach in the absence of swift, significant, and sustained action, and the objective of advancing shared prosperity—raising the incomes of the poorest 40 percent in each country—will be much more difficult. Poverty and Shared Prosperity 2020: Reversals of Fortune presents new estimates of COVID-19's impacts on global poverty and shared prosperity. Harnessing fresh data from frontline surveys and economic simulations, it shows that pandemic-related job losses and deprivation worldwide are hitting already poor and vulnerable people hard, while also shifting the profile of global poverty to include millions of 'new poor.' Original analysis included in the report shows that the new poor are more urban, better educated, and less likely to work in agriculture than those living in extreme poverty before COVID-19. It also gives new estimates of the impact of conflict and climate change, and how they overlap. These results are important for targeting policies to safeguard lives and livelihoods. It shows how some countries are acting to reverse the crisis, protect those most vulnerable, and promote a resilient recovery. These findings call for urgent action. If the global response fails the world's poorest and most vulnerable people now, the losses they have experienced to date will be minimal compared with what lies ahead. Success over the long term will require much more than stopping COVID-19. As efforts to curb the disease and its economic fallout intensify, the interrupted development agenda in low- and middle-income countries must be put back on track. Recovering from today's reversals of fortune requires tackling the economic crisis unleashed by COVID-19 with a commitment proportional to the crisis itself. In doing so, countries can also plant the seeds for dealing with the long-term development challenges of promoting inclusive growth, capital accumulation, and risk prevention—particularly the risks of conflict and climate change.

This open access edited volume is a comparative effort to discern the short-term educational impact of the covid-19 pandemic on students, teachers and systems in Brazil, Chile, Finland, Japan, Mexico, Norway, Portugal, Russia, Singapore, Spain, South Africa, the United Kingdom and the United States. One of the first academic comparative studies of the educational impact of the pandemic, the book explains how the interruption of in person instruction and the variable efficacy of alternative forms of education caused learning loss and disengagement with learning, especially for disadvantaged students. Other direct and indirect impacts of the pandemic diminished the ability of families to support children and youth in their education. For students, as well as for teachers and school staff, these included the economic shocks experienced by families, in some cases leading to food insecurity and in many more causing stress and anxiety and impacting mental health. Opportunity to learn was also diminished by the shocks and trauma experienced by those with a close relative infected by the virus, and by the constrains on learning resulting from students having to learn at home, where the demands of schoolwork had to be negotiated with other family necessities, often sharing limited space. Furthermore, the prolonged stress caused by the uncertainty over the resolution of the pandemic and resulting from the knowledge that anyone could be infected and potentially lose their lives, created a traumatic context for many that undermined the necessary focus and dedication to schoolwork. These individual effects were reinforced by community effects, particularly for students and teachers living in communities where the multifaceted negative impacts resulting from the pandemic were pervasive. Human capital—the knowledge, skills, and health that people accumulate over their lives—is a central driver of sustainable growth, poverty reduction, and successful societies. Measuring the human capital that children born today can expect to attain by their 18th birthdays, the HCI highlights how current health and education outcomes shape the productivity of the next generation of workers and underscores the importance of government and societal investments in human capital. The Human Capital Index 2020 Update: Human Capital in the Time of COVID-19 presents the first update of the HCI, using health and education data available as of March 2020. It documents new evidence on trends, examples of successes, and analytical work on the utilization of human capital. The new data—collected before the global onset of COVID-19—can act as a baseline to track its effects on health and education outcomes. The report highlights how better measurement is essential for policy makers to design effective interventions and target support. In the immediate term, investments in better measurement and data use will guide pandemic containment strategies and support for those who are most affected. Paraguay has faced multiple shocks in the past five years as the COVID-19 pandemic was bookended by severe droughts that affected two key sectors, electricity production and agricultural production. The economy has demonstrated remarkable resilience during this period, supported by policy measures commensurate with the magnitude of the challenge, like the USD 2 billion fiscal response to the pandemic. These shocks have also exposed key underlying vulnerabilities in the country’s economy and development model, including reliance on agricultural exports, informality, limited revenue-raising capacity, and exposure to the consequences of climate change. The response and stimulus recognised these issues and found new ways to address or circumvent them, albeit in many cases not efficiently or permanently. This report draws lessons from policy measures implemented during the pandemic and recovery phase and applies them to current strategic challenges. Two previous reports (Díaz Bonilla, Laborde and Piñeiro, 2021, and Diaz-Bonilla, Flores, Paz, Piñeiro, and Zandstra, 2021) covered the evolution and impacts of the pandemic on food systems in Honduras until the time of their writings (which together cover from the start of the pandemic in early 2020 until October 2021). This third report concludes the assessment of the impact of the COVID-19 pandemic on food systems in Honduras, recapitulating the previous ones and updating the analysis until the end of May 2022. This country and its food systems, however, have been also affected by other events since the pandemic started in early 2020, such as the tropical storms Eta and Iota in November 2020. Subsequently, in 2021 the strong world economic rebound due to expansionary fiscal and monetary policies in the USA and other countries, generated strains on value chains, leading to increases in transportation costs and the prices of food, energy and fertilizers. In the case of agricultural products, those increases were compounded by adverse climate events in some important producing areas, particularly in South America. Finally, the Russian-Ukraine Conflict (RUC) on February 24, 2022, has added further pressures on prices of energy, fertilizers, and some food products (such as wheat and vegetable oils). Therefore, the specific impact of the pandemic on food systems in Honduras has been interacting with the other developments mentioned. From the point of view of policymakers, they need to respond to the overall impact of the conditions affecting the population, whatever the converging main causes may be. Therefore, this final report, while emphasizing those aspects linked to the pandemic will also discuss the overall conditions in Honduras, affected by those many factors. This report is structured as follows. First, it summarizes the main policy responses, costs, and financing related to the COVID-19 shock. Second, it brings up to date the evolution of the pandemic, using different indicators. Third, it updates the evolution of key economic and nutritional variables. Fourth, there is a brief discussion of the implications of RUC for food systems. Fifth, the report continues with a more specific analysis of the evolution of some food value chains that are central to food consumption in Honduras. The next section discusses policy considerations for health, poverty and nutrition, and food value chains, in light of the updated analysis. A final section concludes.
