This report presents an overview of the drug phenomenon in Europe at the start of the new millennium. The first chapter begins with a discussion of overall drug trends. The third chapter explains policy and strategy developments as well as demand-reduction responses as they relate to the drug use problem. Chapter four examines substitution treatment, prosecution of drug-related offenses, and problems facing women drug users and their children.
