Excerpt from Annual Report of the State Board of Health of the State of Kansas, 1887 Measures for the improvement of the public health, consisting chiefly in the introduction of sewerage, drainage, ventilation, a pure water supply, and in the removal of filth, were begun in many unhealthy towns in our own and foreign countries, more than thirty years ago. Salisbury, England, an old town, had an unenviable reputation for un healthfulness. The plague had ravaged it repeatedly, and once had de stroyed one-fourth of its inhabitants. Cholera in 1849 entailed a heavy mortality. Improvements were begun in 1853. The death-rate had been 27 to the for nine years before the improvements; for the same period after, 21. In Cardiff, we find the mortality was Similarly reduced from 33 to 20; in Croyden, from 23 to 18; in Newport, from 31 to 21 in the In these towns the saving of life was respectively 20, 32, 22, and 32 per cent. With this improvement in the general death-rate, there was at the same time a striking decrease in the deaths from particular diseases; for in the towns named there was a reduction in the mortality from typhoid fever of from 36 per cent. In the lowest to 75 per cent. In the highest instances, and from consumption a decrease ranging from 17 to 49 per cent. Excerpt from Second Biennial Report, or the Nineteenth and Twentieth Annual Reports, of the State Board of Health of the State of Kansas: From January 1, 1903, to December 31, 1904 Of the infectious diseases that usually prevail at this time of the year, the most prevalent in the state this winter has been scarlet fever. While it has not become a serious epidemic in any locality it has been general throughout the' state. The community where most complaint has come from scarlet fever has been in and around Baldwin, Douglas county. There was complaint about lack of rigid quarantine made by one or two physicians against the county health emeer, but on his attention being called to same by letter from your secretary he at once looked up the cases and established quarantine. The same thing was true in Marshall county. Complaint came from the mayor of Axtell that the health officer of Nemaha county, adjoining Marshall, was giving no attention to quarantine regulations in cases of scarlet fever that existed there. Excerpt from Fourth Biennial Report or the Twenty-Third and Twenty-Fourth Annual Reports: Of the State Board of Health of the State of Kansas, From January 1, 1907, to December 31, 1908 The general health conditions Of the state are similar to those of past years. There have been no unusual epidemics, and the death rate is practically the same as it has been in the past few years. There is, however, a growing mortality from a disease not generally considered to be an epidemic disease, yet which registers such enormous morbidity and mortality figures as to be properly classed among epidemic diseases, and which Should excite our apprehension for the future Of our citizenship. I refer to the great scourge Of mankind, tuberculosis. From re ports received at this Office from health Officers and assessors it appears that there Were somewhere between 1200 and 1500 deaths from tuberculosis in 1907, the actual number reported by health officers being 995. Due to our inefficient and cumber some system Of collection of vital statistics, it is clearly ap parent that several hundred deaths from this disease have never been recorded, and thus it is safe to assume, based upon the reports actually received, that our death rate is as above indicated. In arriving at the number Of cases of tuberculosis existing in a given population, sanitarians have placed several figures for such computation, running all the way from four to ten. That is to say, there are from four to ten cases existing for every death that occurs during the year. Using, then, the lowest figure that is given by experts in the computation of the number Of cases existing in Kansas at the present time, we have four times 1500, or 6000.
