Stevens, Jr., our City Clerk, Whose familiarity With city affairs and constant readiness are only equaled by his ability and faithfulness in his position. I would also congratulate the members of the Councils of 188 3-84 upon the grand result of their labors as manifested by the present condition of the city in all its municipal departments, and do not deem it improper, in a brief manner, to refer to the work of the past two years, the present condition of the city, and in a few instances repeat suggestions which I deem of importance to its welfare. The reports of the heads of the various departments will give you a complete and accurate account of each, which I believe can not fail to be entirely satisfactory.
