It challenges, on a variety of constitutional and statutory bases, the district board's decision to place the Federal Land Bank, the Federal Intermediate Credit Bank and the Bank for Cooperatives in the Tenth District under joint management. The plaintiffs also allege that representation on the district board should be proportional to the number of shareholders and percentage of total district assets held by the Federal Land Bank Associations, Production Credit Associations and Bank for Cooperatives.
