This document summarizes the results of a MITRE initiative to define a national strategy for navigation and timing. The Global Positioning System (GPS) currently provides the foundation for our nation’s navigation and timing. GPS's many attributes ensure that it will remain the foundation for decades to come. Yet reliance on GPS is excessive, especially since GPS and its uses are currently fragile, and threats continue to emerge and grow. In response, various alternative sources of position, velocity, and time (PVT) are being advocated, often without adequate assessment or planning for how they can cost-effectively meet future needs and address future threats. A national strategy is needed to efficiently and effectively focus scarce resources, defining a consistent, long-term way ahead. This document describes such a strategy.

An interagency team, sponsored by the Departments of Defense and Transportation and led by the National Security Space Office, has developed a National Positioning, Navigation, and Timing (PNT) Architecture that will substantially affect future government- and commercially-provided PNT products and services. The Architecture envisions sustained U.S. global leadership in PNT through a strategy that makes greater PNT capabilities more generally available. The strategy is supported by vectors, or enterprise architecture elements, for using multiple PNT-related phenomenologies and interchangeable PNT solutions, PNT and Communications synergy, and cooperative organizational structures.

The Global Positioning System (GPS), which provides positioning, navigation, and timing data to users worldwide, has become essential to U.S. national security and a key tool in an expanding array of public service and commercial applications at home and abroad. The United States provides GPS data free of charge. The Air Force, which is responsible for GPS acquisition, is in the process of modernizing GPS. In light of the importance of GPS, the modernization effort, and international efforts to develop new systems, GAO was asked to undertake a broad review of GPS. Specifically, GAO assessed progress in (1) acquiring GPS satellites, (2) acquiring the ground control and user equipment necessary to leverage GPS satellite capabilities, and evaluated (3) coordination among federal agencies and other organizations to ensure GPS missions can be accomplished. To carry out this assessment, GAO's efforts included reviewing and analyzing program documentation, conducting its own analysis of Air Force satellite data, and interviewing key military and civilian officials.

The Global Positioning System (GPS) provides positioning, navigation, and timing (PNT) data to users worldwide. The U.S. Air Force, which is responsible for GPS acquisition, is in the process of modernizing the system. Last year GAO reported that it was uncertain whether the Air Force could acquire new satellites in time to maintain GPS service without interruption. GAO was asked to assess (1) the status of Air Force efforts to develop and deliver new GPS satellites, the availability of the GPS constellation, and the potential impacts on users if the constellation availability diminishes below its committed level of performance; (2) efforts to acquire the GPS ground control and user equipment necessary to leverage GPS satellite capabilities; (3) the GPS interagency requirements process; and (4) coordination of GPS efforts with the international PNT community. To do this, GAO analyzed program documentation and Air Force data on the GPS constellation, and interviewed officials from DOD and other agencies.

"This research focuses on the need for the United States Government to expand the Positioning, Navigation, and Timing (PNT) portfolio beyond the use of the Global Positioning System (GPS) and Inertial Navigation Systems (INS) solutions. The central argument of this discussion is focused on the integration of a multiple Global Navigation Satellite System (GNSS) solution in all of our weapon systems to overcome the primary military challenge of the critical PNT challenges of critical timing, navigation, and positioning in a contested, degraded, and operational limited operating environment. The alternative navigation and timing portfolio expands beyond GNSS through adding robust timing architectures and operational depth through the incorporation of upgraded INS systems, critical network timing, and the use of both large and small atomic clock systems on the highest priority mission systems. This research also endeavors to make the connections between GPS and our 21st Century way of life and the other instruments of national power. GPS and the PNT mission set is the cornerstone of our information age technology. The diversification beyond GPS-only PNT solutions is necessary to ensure our national infrastructure, economy, and military dominance for the next century. It concludes with recommendations for how the Department of Defense and the entire United States Government (USG) should act now to implement changes for the United States PNT architecture to overcome the challenges of today and positioned to maintain PNT and NAVWAR dominance in the 21st Century."--Abstract.

Since the Air Force declared the Global Positioning System (GPS) fully operational in 1995 it has transformed U.S. military operations as well as civil services and business. Recognizing the vital role GPS has in both enabling modern U.S. military operations as well as powering the global information-based economy President Bush signed the National Security Presidential Directive (NSPD): U.S. Space-Based Positioning Navigation and Timing (PNT) Policy in December 2004. The policy's intent is to protect and advance U.S. military capabilities while at the same time protecting and advancing U.S. civil and commercial PNT interests including the economic well being of the U.S. space-based PNT industry. The policy seeks to balance competing PNT security and civilian requirements but gives priority to military and security interests. How well the policy will be able to meet these often competing requirements is still undetermined. In light of Galileo's forthcoming challenge to GPS's civil and commercial viability the effectiveness of the President's policy is questionable concerning the U.S.'s ability to protect and promote GPS's civil and commercial interests. This research paper will determine if the recently signed National Security Presidential Directive; Space-Based Positioning Navigation and Timing Policy protects Global Positioning System civil applications or will it cede them to the European Union's forthcoming Galileo PNT system and if so what are the ramifications?
