Many of the Two Member cases were reconsidered by a three Member panel after the New Process Steel decision and those cases are discussed and referenced in this volume with a citation to the three Member decision. Two Member decisions that have not been reconsidered are also included in this text and are noted as being just that-Two Member decisions. While these Two Member decisions are of little if, any, precedential value, we have nonetheless cited them in this text in order to give the reader a fuller understanding of the development of representation case law.
