This study attempts to provide empirical data which will show how and to what extent specific styles of leadership may maximize the performance and retention of units within the Navy. The study focuses upon a sample of twenty comparable destroyers and frigates within the Pacific Fleet. Leadership-style data were collected from the first and second officers in command of these units (CO and XO) by means of Fleishman's Leadership Opinion Questionnaire (LOQ) a self administering inventory which measures two important dimensions of leadership behavior: consideration, relating to the leader's degree of socio-emotional emphasis; and structure, relating to the leader's degree of task-related emphasis. The results of this study indicate that the CO either tends to perform both the task-related and socio-emotional functions, or the CO and XO appear to divide these functions, with CO performing the socio-emotional function, and the XO performing the task-related function. The results also indicate the leadership styles of the CO and XO appear to exert the most influence upon overall mission readiness and retention, while unit training readiness appears to be unrelated to the leadership style of either the CO or XO.

The surface warfare community prides itself on having the most capable, best trained, and most proficient leaders at the Department Head (DH) level. This assumption stems from an age when the "Head of Department" was a seasoned, matriculated, and more senior officer, both chronologically and by years of service. Today's DH normally has five to seven years of naval officer experience, is still in his twenties, likely has only three years of experience at sea, and possesses few of the core competencies required of the position. Surface warfare officer department head leadership development is the thesis topic under examination. This study asks, "Does Surface Warfare Officer School (SWOS) offer the instruction and leadership training required to meet 21st century Department Head requirements?" Examination of both Army and Navy mid-grade leadership courses will gage the competing services level of leader development and the effectiveness of the Department Head Leadership Curriculum. The survey revealed low marks for Resource Management and Leading Change in both services. Recommendations are made for improving SWOS leadership and offers options for future study.

The purpose of this thesis was to determine the Total Quality Leadership (TQL) knowledge, skills, and abilities (KSA) that surface warfare officers will require to serve in leadership positions at sea. The study defined the TQL responsibilities that surface warfare officers will probably have during their careers in order to determine the TQL KSAs they will require. An analysis of current Navy TQL course material revealed that the KSAs being taught placed a heavy emphasis on technical skills when compared with the skills of civilian quality managers. The civilian quality managers skills and traditional leadership skills of surface warfare officers showed a fair degree of commonality in terms of the interpersonal relations, which appeared to be lacking in the Navy TQL courses. Recommendations were made to enhance the interpersonal skills in present TQL course material and to incorporate TQL into the Surface Warfare Officer School Command curricula in order to achieve a TQ critical mass in the surface warfare community.

In recent year the topic of empowerment has gained much attention among managers. This thesis is a case study analysis of one Naval Hospital Commanding Officer, Captain William R. Rowley, who has a reputation in his community as an innovator and advocate for empowerment. It presents a model of Captain Rowley's leadership philosophy. This model was found to be consistent with empowering leadership strategies as demonstrated by the close fit with two theories of empowerment. Captain Rowley's leadership was found to result in the achievement of positive change and improvement at Naval Hospital Camp Pendleton and to be consistent with sound practices of management control. His leadership model was also found to be consistent with the basic tenets of TQL and has resulted in successful progress toward full implementation of TQL at the command. Based on the successes described in this thesis, it is proposed that this model is useful for Navy Medicine as a viable leadership option.
