Excerpt from American Civic Annual, Vol. 5: A Record of Recent Civic Advance, With a List of Who's Who in Civic Achievement Among the Members of the American Civic Association The Association was represented on the Committee on Planning and Zoning, organized some twelve years ago by the Department of Commerce. The Standard State Enabling Acts for Planning and Zoning, issued by the Committee, have been used by many States and municipalities. The Association was largely represented by many of its Officers and members in the President's Conference on Home Building and Home Ownership called in 1931 and resulting in the publication of eleven volumes which have been widely circulated. N ow that a National Planning Board has been set up by the Public Works Administration, the American Civic Association is in a position to render important service in promoting this broad conception of national planning. This explains why the section on National Planning in this year's annual is large while those papers relating to Municipal Planning occupy less space. In times of depression like the present, it is natural that the initiative should be taken by the Federal Government. However, if the articles on Federal activities are read aright, it will be seen that great local, county, and State activity has been stimulated by Federal action. The National Planning Board has deliberately encouraged State, regional, and local planning, not in order to dominate it, but in the hope of developing a wider concept and a better cooperation among local communities. Largely through the efforts of Miss Harlean James, the Executive Secretary, our first volume, published a year ago, has met with an enthusiastic reception. We believe that, as the years go by, there is no reason why that appreciation should not continue to show itself. It is admittedly true that it is better to let those who are interested in the actual work of this many-sided undertaking tell their own story than for us at headquarters to attempt to tell it for them. Through long years of greater distress than Americans have experienced in our generation, Washington's vision was undimmed and his faith in the future of our Federal Republic was not shaken. He believed that we could go forward upon the principles that prevailed in our pioneer societies; and his dreams took the form of plans. Those plans were related to political and social structures that would insure justice and freedom. He believed that voluntary forces and agencies, with the encouragement of wise public policies, would give expansion and prosperity to our agriculture, our industries, and our commerce. It was a felicitous circumstance that brought together a group of organizations for a joint conference at Washington during the third week of September. George Washington had laid a cornerstone of the National Capitol building on Septem ber 18, 1793.
