Water resources allocation determines who is able to use water resources, how, when and where. It directly affects the value (economic, ecological, socio-cultural) that individuals and society obtain from water resources. This report overviews how allocation works in a range of countries and how the performance of allocation arrangements can be improved to adjust to changing conditions. Capturing information from 27 OECD countries and key partner economies, the report presents key findings from the OECD Survey of Water Resources Allocation and case studies of successful allocation reform. It provides practical policy guidance for water allocation in the form of a "health check", which can be used to assess the performance of current arrangements and manage the transition to improved regimes.

Groundwater allocation determines who is able to use groundwater resources, how, when and where. It directly affects the value (economic, ecological, socio-cultural) that individuals and society obtain from groundwater, today and in the future. Building on the 2015 OECD publication Water Resources Allocation: Sharing Risks and Opportunities, this report focuses on groundwater and how its allocation can be improved in terms of economic efficiency, environmental effectiveness and social equity. Drawing on an analysis of groundwater's distinctive features and nine case studies of groundwater allocation in a range of countries, the report provides practical policy guidance for groundwater allocation in the form of a "health check". This health check can be used to assess the performance of current arrangements and manage the transition towards improved allocation.

This book examines some of the successes and failures of actual implementation of modern water policy options in the light of the principles and concepts which have emerged from the Rio Earth Summit, the Dublin Statement and other international consensus. The book attempts to share real practical experience at all levels: local, regional, national and international, emphasising the co-operation between different professions and sectors that must take place to ensure adequate supplies of fresh water in future.

Download Economics of Water Resources: From Regulation to Privatization Book in PDF, ePub and Kindle
The purpose of this book is to develop a general economic model which integrates the quantity and quality issues of water resource management and to provide, along with a detailed criticism of the policy instruments now in use, alternative proposals concerning the efficient allocation and distribution of water. In particular we treat water as a multi-product commodity where the market plays a major role in determining water quality-discriminant pricing and its value to the user. We examine the process of moving from administrative allocation and regulation to privatization of the water industry as the key element in promoting effective competition and in providing economic incentives for greater efficiency. Water quantity and quality, considered independently of each other, have been the subject of numerous studies during the last twenty years. Let us recall briefly the most outstanding among them. A variety of models have been constructed concerning the optimal scheduling and sequence of water-supply projects: dynamic programming for solving multi-bjective functions in water resource development; planning models for coordinating regional water-resource supply and demand, etc. Other studies have devised water-quality management models, including multi-period design of regional or municipal wastewater systems; cost-allocation methods to induce effluent dischargers to participate in regional water systems; models to predict the quality of effluent (in particular, whether it meets certain established standards); models for finding optimal waste-removal policies at each of the polluting sources, and so on.

The dilemma facing Cyprus—that of limited water supplies (both in terms of quantity and quality) in the face of steadily increasing water demand, coupled with a fragmented institutional structure of the water sector—is characteristic of most arid and semi-arid countries all over the world. Another common characteristic of Cyprus is that the water management administrative boundaries there do not coincide with the hydrological ones, while the ongoing political problem of the island creates significant administration problems.

Download The Economics of Water Book in PDF, ePub and Kindle
This open access textbook provides a concise introduction to economic approaches and mathematical methods for the study of water allocation and distribution problems. Written in an accessible and straightforward style, it discusses and analyzes central issues in integrated water resource management, water tariffs, water markets, and transboundary water management. By illustrating the interplay between the hydrological cycle and the rules and institutions that govern today’s water allocation policies, the authors develop a modern perspective on water management. Moreover, the book presents an in-depth assessment of the political and ethical dimensions of water management and its institutional embeddedness, by discussing distribution issues and issues of the enforceability of human rights in managing water resources. Given its scope, the book will appeal to advanced undergraduate and graduate students of economics and engineering, as well as practitioners in the water sector, seeking a deeper understanding of economic approaches to the study of water management.
