En los últimos años han evolucionado extraordinariamente las comunicaciones móviles e inalámbricas, también las prestaciones de los terminales móviles de los usuarios y se han desarrollado servicios de datos y aplicaciones que requieren de una gran cantidad de recursos. A pesar de estos avances, poco se ha progresado en la calidad de servicio (QoS) y en la tarificación. Actualmente, mediante las tarifas planas existentes, se dispone de acceso de banda ancha; pero no se garantiza ningún parámetro de QoS. En este proyecto se especifican los mecanismos y parámetros de diseño que permitan desarrollar una alternativa al actual sistema de conexión best effort y tarifa plana; para poder disponer de QoS en los diferentes dispositivos móviles. Esta alternativa se basa en el diseño y desarrollo de un algoritmo que permita, a los usuarios, seleccionar el operador de red móvil más adecuado, según el tipo de servicio, entre todos los operadores de red móvil disponibles en el entorno. El terminal únicamente intercambia mensajes de señalización con las redes de comunicaciones móviles del operador seleccionado, siempre que los parámetros de QoS del operador cumplan con las especificaciones del nivel de servicio (SLS) acordadas en el acuerdo de nivel de servicio (SLA). En el momento que el operador de red seleccionado no cumpla con las SLS, el terminal deja de seguir al operador y ejecuta el algoritmo para encontrar un nuevo operador de red al que seguir. Una vez diseñadas las diferentes versiones del algoritmo, se han programado y simulado; para poder determinar qué métodos y parámetros son los más apropiados para crear el algoritmo que mejor se adapte a las distintas situaciones. Las simulaciones se han realizado con el simulador Network Simulator (NS-2). El algoritmo resultante es más eficiente en calidad y en tarificación que el sistema actual, ya que el algoritmo permite asignar de una manera mejor y más personalizada la QoS que los diferentes usuarios necesitan para efectuar correctamente los diversos servicios. El algoritmo también incrementa los beneficios de los operadores de red móvil, ya que se utiliza una tarificación variable de acuerdo a las calidades asignadas a cada usuario.
