The purpose of this plan is to build consensus with respect to the sustainable development of airport-related industrial uses north and west of Winnipeg International Airport while protecting the airport's unrestricted 24-hour operations and safeguarding agricultural and other land from premature development. This is followed by details of infrastructure serving for the area, including a transportation and roadway network analysis, information on transportation policies, rail infrastructure, sewer and water requirements, and local municipal services; development guidelines, including recommendations regarding zoning and protection of farmland; details on the environmental concerns associated with the plan proposals, along with measures to mitigate impacts; jurisdictional and development guidelines; and a management structure for the area, with examples from the United States and alternative models such as public-private partnership and formation of a public development corporation. The final section discusses financing considerations and sources of funding.
