The Agricultural Sector Review aims to provide an up-to-date picture of the current socio-economic situation of the agricultural sector in Lebanon and to identify key challenges and evidence-based strategies for policy-making. The first part provides a detailed overview of Lebanon's agricultural and food systems, including a section focused on the governance the overall policy framework and the specific policies currently governing the sector. The second part of this study consists of an identification of the challenges and issues that are currently affecting and constraining the development of the Lebanese agricultural sector to its full potential. Once identified these challenges, the study proposes several potential strategies and recommendations that could be applied at the policy-making level to drive the improvement of the sector. Finally, we provide a discussion towards a renewed national agricultural strategy; in which we reviewed some lessons learned from previous success stories in the agricultural sector in Lebanon and compile the strengths, weaknesses, opportunities and threats of the agricultural sector.

Lebanon currently faces one of the worst economic crises of this century. The political deadlock, the economic crisis and the COVID-19 pandemic have further intensified the country’s existing economic fragility. Based on preliminary estimates, it is expected that the total cultivated area (mainly temporary crops and crops under greenhouses) will decrease during the 2021–2022 agricultural season due to the expected further increase in prices of inputs and soaring fuel prices. Overall, farmers will tend to shift to low-cost and less water demanding crops to reduce their overall production costs. Farmgate prices for agricultural products are also on the rise with the increase in production costs due to further depreciation of the Lebanese Pound. Despite the increase in export costs, exports of fresh fruits and vegetables are projected to increase for a variety of products and countries. This study aims to identify Lebanon’s main economic and social challenges related to the agrifood sector and to recommend evidence-based strategies and priority areas for public investment to cope with the impacts of the financial crisis, the COVID-19 pandemic and the PoB explosion. It aims to update and complement the June 2021 ASR. It should be noted that this study was prepared during the period from September 2021 to February 2022 and does not cover latest developments, such as the impact of the Ukraine war on the agricultural and food security sectors in Lebanon.

In this thesis, we will merge into the Lebanese Agriculture Sector, specifically the Bekaa Valley of Lebanon. Study to search excellence in the agriculture and find solutions in making this sector more performant and competitive. This topic was driven by concerns from farmers in our village, Anjar (Bekaa), seeking to make profit from their crops. Unfortunately, the farmers in Lebanon do not have any government support and at the end of the season, if their crops survive they sell them at very low prices to commissioners and not directly to the shops. In order to study the agriculture sector in Lebanon and specifically of the Bekaa valley, we first sought to analyze agriculture situation in Lebanon. Then we did a SWOT analysis and studied the socio-economic background and the agro food sector in Lebanon including water and factors of productions. At the end of the research, we have explored the problem that hinders this sector and find solutions to make the agriculture sector more profitable. In this research, face-to-face interviews and an interview with the president of farmers syndicate Mr. Antoine Hwayek were conducted, in order to study deeply the current agriculture situation of Lebanon. Through this research, we will found that this sector could be profitable and competitive if it is provided by many solutions such as the establishment of a private agricultural bank, laboratories, good government support, and realizable export agreements with the MENA region.

This study identifies value chain (VC) opportunities for women cooperatives, associations and individuals by adopting the FAO Gender-Sensitive Value Chain (GSVC) framework of analysis. In addition to the core and extended VC levels, as well as the national and global enabling environment. This framework adds two dimensions to be analyzed which are the individual and household levels, the areas in which gender inequalities frequently start from. Therefore, adding these two levels of analysis facilitates the systematic integration of gender equality into VC development programmes and projects. In addition to experts for each sub-sector, namely plant production, forestry, fisheries and aquaculture, animal production and agro-processing, this study included a gender consultant who played a major role in the different phases of the study. These included preparing and giving workshops to the sub-sector experts prior to the literature review and analysis, aligning their work within a gender framework, in addition to participating in the data collection phase, where the consultant revised the data collection tools prepared by the sub-sector experts for the Key Informant Interviews (KIIs), Survey and Focus Group Discussions (FGDs) and attended the majority of the KIIs. The consultant additionally revised the analysis of each sub-sector, included a gender assessment and assisted in the study’s reporting.

Within FAO project “upgrading the technical agricultural education system in Lebanon”, in collaboration with ILO and the Ministry of Agriculture (MOA), the Consultation and Research Institute (CRI) conducted in December 2019 this tracer study targeting agriculture graduates from Baccalaureate Technique in the Agriculture (BTA) and Short-Term Courses (STC) for the cohorts from 2016-2017 and 2017-2018. Preparation, field work, and initial analysis were completed in May 2020. This tracer study reviews the employment outcomes of graduates from the agricultural TVET programs, and the extent to which graduates have found employment that allows them to apply the skills acquired through their trainings. This will complement existing studies, e.g. the ILO study on supply and demand in agriculture (2018), and will provide inputs in the work of the Ministry for increased market relevance of its training programmes. More specifically the findings of this study will contribute to the following project objectives: 1) Recommend a policy framework for skills and supply development in the agriculture sector with the private sector; 2) Review the upgraded curricula in the technical schools; and; 3) Propose new skills courses based on the identified trends in the market (demand side).

The purpose of this assessment is to provide recommendations for the Government of Lebanon, its institutions and FAO.
