There were 914 changes of assignments involving promotions of employees to fill vacancies in higher grades in 19314 in comparison with 139 in 1933. The SO - called administrative promotions, promotions within the grade, were prohibited by the Economy Act of June 130, 1932. Authorities were obtained from the President to fill positions in the Department of Agriculture during the fiscal year.
