The Arrestee Drug Abuse Monitoring (ADAM) program measures the extent of drug use in the high-risk population of people who have been arrested. This preliminary report presents the first highly reliable, probability-based findings from the ADAM program. These new findings will be useful to policymakers and practitioners who are shaping their drug policies to meet local needs. Of the 38 sites that participate in the ADAM program, data about male arrestees were available from 27 and are being released early. ADAM has its roots in the Drug Use Forecasting program, established in 1987 to provide participating communities with information for developing drug-control strategies and related public-policy responses.
