Excerpt: ... banks, at least once in each year, and oftener if necessary in his discretion, for the purpose of making a full and careful investigation and inquiry into the condition of affairs of such bank, and for that purpose the bank examiner is hereby authorized and empowered toadminister oaths, and to examine under such oath the owner, directors, and all officers, agents and employees of such bank. The officer making such investigation shall reduce the result thereof to writing, setting forth in full a true and correct statement of the condition of such bank. Sec. 3. Each and every bank so examined, having not more than fifty thousand dollars capital stock then paid in, shall pay a fee of twenty-five dollars for each and every examination; and each and every bank having more than fifty thousand dollars capital stock paid in, shall pay a fee of fifty dollars to the officer making such examination: Provided, That not more than one examination fee shall be collected from any one bank in any one year, regardless of the number of examinations made. On receipt of any fee as herein provided, the bank examiner shall execute to the bank or banker from whom received, his receipt in duplicate therefor, and forward to the Territorial Treasurer said fee so collected, who on receipt of same shall place the amounts so received to the credit of the Current Territorial Purpose Fund, and it shall be the duty of every bank or banker to immediately forward one of said receipts to the Territorial Treasurer. Sec. 4. If at any time it shall appear to the bank examiner that any bank is insolvent, it shall be his duty to report the fact to the 'Governor, and if _it appear to the Governor that such proceeding is necessary, he shall at once direct the bank examiner...
