Jointly, the World Bank and the Government of Albania undertook an assessment of poverty, conducted in a qualitative manner, to gain information that could guide policy development and resource allocation. The research was conducted through a series of focus groups, interviews, and surveys that permitted community members in ten areas within Albania, to define poverty in their own terms. During the ten years of reform, Albania has been buffeted by set backs which led fully 40% of respondents to indicate that socioeconomic conditions have worsened during that period. While informal coping mechanisms have been developed in many communities, these are under stress and threaten to give way. The study suggests that a poverty reduction strategy must, at the very least, include improvements in government management, employment opportunities, provision of social services, infrastructure development, and public security.

Abstract: "The subject of my dissertation, Administrative Accounctability in the Civil Service of Bangladesh, indicates that it is intended to examine the accountability aspects of the civil service of Bangladesh. There is no dispute on the need to hold the civil servants accountable in any country irrespective of its political system. Accountability is particularly necessary in a developing country like Bangladesh where the civil servants play a more important role than the politicians in shaping the fate of the nation through the exercises of administrative powers. In Bangladesh, the political and democratic institutions have not the opportunity to develop properly because of its short history. Since independence, the country has been ruled for most of the time by non-politicians. This situation acted as a great barrier to the growth and development of democratic institutions. As a result, the civil servants enjoyed enormous discretionary pwers and were virtually accountable to no one. The accountability aspects deserve special attention in Bangladesh mainly for two reasons. First, the exisiting civil service is structured on the model of the civil service of British India. The British civil service was accountable to the Governor-General/Vice-Roy not to the people or their representatives. During the Pakistan and Bangladesh period no fundatmental change has been introduced in the civil service. Second, the common phenomena of the civil services of this part of the world are red-tapisml, corruption, misue of powers, acting, however, without legal authority etc..."
