For several years, the Strategic Studies Institute has annually published the Key Strategic Issues List (KSIL). The overall purpose of this document is to make students and other researchers aware of strategic topics that are of special interest to the U.S. Army. Part I of KSIL is entitled "Army Priorities for Strategic Analysis" (APSA) and is a list of high-priority topics submitted by Headquarters, Department of the Army. Part II is entitled "Command Sponsored Topics" and represents the high-priority command-specific topics submitted by MACOMs and ASCCs. This KSIL provides military and civilian researchers worldwide a listing of the Army's most critical national security issues. The KSIL is developed by soliciting input from the appropriate elements of HQDA to develop the Army's high priority topics for strategic analysis. In addition, a similar solicitation is made to the Geographic Combatant Commands and Major Army Commands to identify their high-priority command-specific topics researchers can address. Topics for the APSA are organized to support the four imperatives and related objectives as identified in the "2013 Army Strategic Planning Guidance." Research on these topics will continue to contribute to the transition to the Army of the future. Part II of the KSIL incorporates many critical strategic issues that are both unique to the submitting organizations, and common to a number of commands. The intent of this document is to achieve greater fidelity and harmony between the research needs of the Department of Defense, and the considerable work done by the many different research assets.

For over a decade, SSI has published the annual Key Strategic Issues List (KSIL) to inform students, faculty, and external research associates of strategic topics requiring research and analysis. Part I of the Academic Year (AY) 2013-14 KSIL, referred to as the Army Priorities for Strategic Analysis (APSA), has been developed by Headquarters Department of the Army (HQDA) and SSI. The APSA will help prioritize strategic research and analysis conducted by USAWC students and faculty, USAWC Fellows, and external researchers, to link their research efforts and results more effectively to HQDA's highest priority topics. To improve the relevance of the research and analysis, topics are directly linked to chiefs or points of contact (POC) within appropriate HQDA divisions or directorates. These POCs will advise researchers as to specific topics and results needed to better shape research, analysis, and results that meet the Army's needs. NOTE: Topics with (***) are priority Chief of Staff of the Army topics.

Unlike other lists that generally reflect issues which are operational or tactical in nature, the focus of the Key Strategic Issues List is strategic. The spotlight is, in other words, on those items that senior Army and Department of Defense leaders should consider in providing military advice and formulating military strategy. At present, the U.S. military is engaged in a changing situation in Iraq and an increasing presence in Afghanistan, as well as efforts to restore balance in force sizing and structure. Key Strategic Issues List (KSIL) is published annually to make students and other researchers aware of strategic topics that are, or should be, of special importance to the Department of Defense and the U.S. Army. The list is a compilation of input from the faculty of the U.S. Army War College, as well as from civilian and military experts across the field of defense studies. The topics reflect ongoing as well as anticipated strategic concerns, each of which is revised as the changing security environment warrants.

FOREWORD: The purpose of the Key Strategic Issues List (KSIL) is to give researchers, whether military professionals or civilian scholars, a ready reference of those issues of particular interest to the Department of the Army and the Department of Defense. The focus of the KSIL is strategic, rather than operational or tactical. Every year, the KSIL helps guide research efforts to the mutual benefit of the defense community and individual researchers. This year, our nation faces several major challenges, ranging in type from the conflict in Iraq to changes in force size and structure. These challenges are perhaps more significant than any the United States has faced in more than a decade. With the publication of the 2007 KSIL, the Strategic Studies Institute and the U.S. Army War College invite all researchers to contribute their efforts to resolving these challenges. Researchers are encouraged to contact any of the Strategic Studies Institute points of contact, or those found in the Expanded KSIL, for further information regarding their desired topics. These points of contact are not necessarily subject experts, but can recommend experts or additional sponsors.

For over a decade, SSI has published the annual Key Strategic Issues List (KSIL) to inform students, faculty, and external research associates of strategic topics requiring research and analysis. Part I of the Academic Year (AY) 2015-2016 KSIL, referred to as the Chief of Staff of the Army Special Interest Topics, consists of five critical topics that will be addressed by the USAWC as Integrated Research Projects. Part II: Priority Research Areas, has been developed by the U.S. Army War College in coordination with Headquarters Department of the Army (HQDA) and Major Commands throughout the Army. Part III: Army Warfighting Challenges, developed by ARCIC, represents those critical issues associated with the Army Operating Concept, "Win in a Complex World." The KSIL will help prioritize strategic research and analysis conducted by USAWC students and faculty, USAWC Fellows, and external researchers, to link their research efforts and results more effectively to the Army's highest priority topics.
