Excerpt from Proposals for the Avoidance of War: With a Prefatory Note The feeling that the present war is a disastrous failure of civilization, and that at its close all should be done, that human wisdom and foresight can devise, to prevent the recurrence of such a catastrophe, is, we believe, general, if not universal, among all the nations concerned. But to concentrate this feeling upon definite and practicable measures is not an easy task. It is clear that the reforms to be introduced must be drastic if they are to be effective. For, as John Stuart Mill has said: Small remedies for great evils do not produce small effects. They produce no effects. On the other hand, there must be continuity for proposals involving too violent a breach with the established order are not likely to be seriously considered. What is attempted here is to put forward a scheme which, while it involves a real and radical advance upon the present organization of international relations yet does not break so violently with the course of historical development as to be fairly described as Utopian. Beasley, of the Twin House Rancho, Solano County, California, issue this my Proclamation, number one, that the present war, said by some to exist in the United States, shall cease by limitation, on the 4th day of March, in the year of our Lord, 1869, under penalty of my sovereign displeasure. I issue it not as the servant of Mexico, China, Louis Napoleon, or any other power, unless it may be that I am a servant of God, (of which I have serious doubts for reasons that I may some day make public), but as one of the many thousands of sovereign people of the sovereign State of California. As such I issue it. Robert E. Besaley. Plan. I now respectfully suggest for the consideration of the Governors of the several States concerned, as a means by which it may be stopped at an earlier date: That each governor issue writs of election at an early date, requiring all legal voters, under penalty of one thousand dollars, to attend the polls and vote that the war shall be vigorously prosecuted, or that it shall stop. If the prosecution of the war shall have received the greatest number of votes, then all persons so voting, and all having failed to vote, shall be organized and placed in the army, and compelled to assist in prosecuting the war. So shall they fight with courage, and each according to his desire, as to the side he may wish to fight for. It is my opinion they would fight with such a will and "vim," as to deter other nations from interfering in our domestic quarrels. We cannot fight always. The United States faces an increasingly turbulent world. The risk of violent conflict and other threats to international order presents a vexing dilemma: should the United States remain the principal guarantor of global peace and security with all its considerable commitments and potential pitfalls––not least new and costly military entanglements––that over time diminish its capacity and commitment to play this vital role or, alternatively, should it pull back from the world in the interests of conserving U.S. power, but at the possible cost of even greater threats emerging in the future? Paul B. Stares proposes an innovative and timely strategy—“preventive engagement”—to resolve America’s predicament. This approach entails pursuing three complementary courses of action: promoting policies known to lessen the risk of violent conflict over the long term; anticipating and averting those crises likely to lead to costly military commitments in the medium term; and managing ongoing conflicts in the short term before they escalate further and exert pressure on the United States to intervene.
