This thesis analyzes the Congressional Budget and Impoundment Control Act of 1974 (Public Law 93-344). It provides historical background and describes in detail this new legislative budget procedure, its organizational structure and newly established instrumentalities - the House and Senate Budget Committees and the Congressional Budget Office. Research was based upon extensive interviews with Congressional staff and Executive agency personnel. The investigation provides insights into operation of the new budget process and discusses the realities of the Act's reform provisions, problem areas and implications. Particular emphasis is given to those aspects which have potential impact for the Department of Defense (DOD) and the Navy, including budget preparation and Congressional interactions. The major conclusions reached were that future DOD budget submissions will be analyzed in greater detail and will be considered in a changed and more competitive Congressional environment. This report reviews the Congressional Budget and Impoundment Control Act of 1974 and assess its implications to Defense Planning Programming and Budgeting. The new Congressional Organizations, the new budget timetable, and other key provisions provided for by the Act are discussed and analyzed in terms of its impending implementation. Experience gained during the recent trial run implementation is used to establish relationships with the Executive Branch, and in particular, the Department of Defense. The analysis of the Act identified ten potential problem areas which will require the continued attention of Defense Officials in the years to come. Masters Theses in the Pure and Applied Sciences was first conceived, published, and dis seminated by the Center for lnformation and Numerica/ Data Analysis and Synthesis (C/NDAS) * at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dissemination phases of the ac tivity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficia! to the academic and general scientific and technical community. After fi ve years of this joint undertaking we had concluded that it was in the interest of ali concerned if the printing and distribution of the volume were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and App/ied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. Ali back issues can also be ordered from Plenum. We have reported in Volume 21 (thesis year 1976) a total of 10,586 theses titles from 25 Canadian and 219 United States universities. Congress exercises its power over the federal purse and the Defense Budget through its budgetary process. This thesis is part of a continuing effort to analyze the changing role of Congress in Defense policy-making. The fiscal/programmatic orientation of various Congressional committees in relation to the Procurement and Research, Development, Test and Evaluation portions of the Defense Budget is determined through use of the research technique - Content Analysis. The period of analysis includes fiscal years 1976 and 1977, the first two years to be affected by the new Congressional budgetary process prescribed by the Congressional Budget and Impoundment Control Act of 1974. Individual committee decisions and comments were recorded and categorized as fiscal or programmatic. It was concluded that committee decisions concerning the Defense Budget were fairly equally divided between a fiscal and programmatic orientation. An extensive background section and description of Content Analysis introduces the specific methodology used in this analysis.
