Available online: https://pub.norden.org/temanord2022-558/ A growing number of low sulphur fuel oils (LSFOs) are being marketed as a result of new international rules to reduce the sulphur content of ship fuels. This project aims to strengthen the knowledge base on environmental fate and behaviour of LSFO spills in cold seawater. The project includes laboratory experiments to investigate the effectiveness of combating LSFO spills by in-situ burning and chemical dispersion, and the potential for biodegradation. The results indicated that the LSFOs tested had a limited potential of natural and chemical dispersion, were ignitable and that between 20-50% were biodegraded in cold seawater. Overall, the results indicate that the tested LSFOs likely have a high degree of persistence on the sea surface and shoreline even when chemical dispersion or in-situ burning is attempted.

To alleviate concerns that further research was required before a sulphur level in gasoline and diesel fuel could be determined as part of a regulated national standard for those fuels, Environment Canada developed a collaborative process to determine an appropriate limit for sulphur in gasoline and diesel. The ministry established a multipartite steering committee to develop the process and organizational structure to carry out a mandate from the Canadian Council of Ministers of the Environment to develop and implement a national standard for gasoline and diesel. This report reviews the process to develop the standard and presents results of fact finding panels (covering atmospheric science, health, environment, costs, and competitiveness) on sulphur in fuels. It also reviews supplemental studies on sulphur in gasoline and diesel with regard to vehicle/fuel compatibility and international activities to reduce sulphur in fuels. Finally, various sulphur reduction scenarios (six for gasoline and three for diesel) are evaluated and preliminary recommendations regarding a standard for sulphur in these fuels are made. Appendices include: a report comparing health benefits to compliance costs of reducing sulphur in fuels in seven Canadian cities; scenario evaluation parameters and tables; and comments received from stakeholders such as environmental groups and industry.
