Popular media has had a significant impact on the way the public perceives and interprets the modern discipline of archaeology. As a result, it has become increasingly important for archaeologists to understand how the public perceives archaeology in order to implement successful educational programs. The media is very passive and tends to inform the public about archaeology in a passive way. However, this thesis explores several public outreach programs that have had success with an active approach and that allow for public participation These programs include the National Park Service's Junior Ranger Program and Teacher Ranger Teacher Program, as well as Archaeology Week, a state sponsored program. Furthermore, this thesis indicates that archaeological public outreach programs can be more effective with an active approach. Therefore, if archaeologists institute more programs that require public participation, individuals could gain a greater appreciation for archaeology and archaeological research.

Improving the relationship between archaeology and local government represents one of the next great challenges facing archaeology –specifically archaeology done in urban settings. Not only does local government have access to powerful legal tools and policy mechanisms that can offer protection for privately owned archaeological sites, but because local government exists at the grassroots level, it is also often closer to people who have deep knowledge about the community itself, about its values, and about the local meaning of the sites most in need of protection. This partnership between archaeology and local government can also provide visibility and public programing for heritage sites. This book will explore the experiences, both positive and negative, of small and large cities globally. We have examined programs in the Commonwealth of Nations (formerly known as the British Commonwealth) and in the United States. These countries share similar perspectives on preservation and heritage, although the approaches these cities have taken to address municipal archaeology reveals considerable diversity. The case studies highlight how these innovative partnerships have developed, and explain how they function within local government. Engaging with the political sphere to advocate for and conduct archaeology requires creativity, flexibility, and the ability to develop collaborative partnerships. How these archaeological partnerships benefit the community is a vital part of the equation. Heritage and tourist benefits are discussed. Economic challenges during downturns in the economy are analyzed. The book also examines public outreach programs and the grassroots efforts to protect and preserve a community's archaeological heritage.

Archaeological public outreach to children can be enhanced through collaboration with school educators. While archaeologists have begun to collaborate with local and descendant communities, they have been slow to engage in work with educators in the same manner. The Fort St. Joseph Archaeological Project provides the context for me to explore some of the current issues in public archaeology and the politics of education. My study was conducted to better understand the needs of both children and teachers. In my work with the archaeological summer camp for middle school students I seek to conceptualize how the camp enhances their educational experience and how they understand their own formal schooling. My goal in working with educators is to better understand their classroom and educational philosophies as they relate to collaborative projects. I argue that it is important to teach through archaeology rather than about it so that archaeology is a tool for critical thinking with the ultimate goal of empowering people to create their own knowledge and to engage in the world around them

Archaeology's ability to recover hidden information about the past creates many opportunities for engagement and collaboration with a variety of community groups. Within this context, few efforts at sustaining long-term relationships with the public have been as successful as the municipal archaeology programs found in Alexandria, VA; St. Augustine, FL; and Phoenix, AZ. For decades, these cities have successfully mixed the enthusiasm and curiosity of local residents, the professional and technical expertise of archaeologists, and the regulatory and structural support of local government in order to produce a variety of place-specific public benefits. Yet despite the sustained success of these programs, they have received surprisingly little attention in academic or professional circles. This dissertation begins an exploration of the social environment that surrounds the municipal archaeology programs in these three cities. The data used are drawn from archival and published sources, as well as from interviews with the members of the public, the archaeologists, and the city staff most strongly associated with the three programs. The historical information brings to the forefront the role of the public in the process of creating each program. In each case, members of a concerned public were responsible for taking the first steps toward making archaeology a city priority, and none of these programs could have taken their current shape or lasted as long as they have without the continued input and participation of private citizens. It also explores how zoning and the development review procedures in each city have been structured to allow for the recovery of archaeological information that would otherwise be destroyed during the construction process. The dissertation identifies some of the ways in which these archaeology programs have shaped other municipal amenities, such as local museums, parks, heritage walks or trails, and public art that interprets local history. This research contributes to the wider discourse linking archaeology and the public, and makes evident some of the ways in which the public benefits from having access to the archaeological process.
