Abstract: Habitat is now the basis of most impact assessments and resource inventories, and it is the basis of many species management plans, mitigation planning, and environmental regulation. Habitats are relatively stable through time, easily defined in intuitive physical terms, and provide a tangible resource for negotiations and decision making. Numerous and varied methods of analyzing and reporting habitat conditions have been developed by federal, state, provincial, and private agencies. Habitat assessment approaches vary greatly among regions of the continent. The great variability in methods and an unusually wide range of practices have impeded the ability of agencies to share and synthesize information. A diversity of methods is desirable in the initial stages of a rapidly developing field, but enough time has passed to assess the state-of-knowledge and identify the best of the currently used methods and techniques. This manual is intended to provide fisheries biologists with a limited set of techniques for obtaining aquatic habitat data. The manual also describes the range of information collected and used in agency habitat analyses. Agencies planning habitat programs should review the synthesis of established and documented methods being used in North America (Appendix 1) and the planning recommendations in Chapter 2. Then, the remaining chapters should be reviewed to determine what types of habitat data should be included in the agency's program.

Applications to dam, divert, or extract water from British Columbia streams must be supported by high quality information on hydrology, biology, and habitat from the stream of interest. This document defines assessment methods for identifying impacts on aquatic habitat from water withdrawal. The methods defined are structured into two tiers: those applied at a preliminary (coarse) screening level and those applied at a detailed level. The two-step process is designed to identify projects that pose a low risk to fish & habitat and provides data collection & analysis procedures that should be followed when presenting information to fisheries agency staff as part of an application for a water license. The document describes data requirements for each step: screening (description of the proposed project, hydrology, biology, habitat) and detailed (assessment approach, geomorphology, water quality, fish biology, fish habitat, lower trophic levels, stream & riparian ecology, cumulative effects). An example of a habitat analysis is included. The appendix details the steps of a standardized approach to the collection of instream flow information in relation to fish & fish habitat.

This document reviews existing and proposed protocols used to monitor stream ecosystem conditions and responses to land management activities in the Pacific Northwest. Because of recent work aimed at improving the utility of habitat survey and fish abundance assessment methods, this review focuses on current (since 1993) monitoring efforts that assess stream habitat conditions and juvenile fish use. It does not focus on protocols specifically intended to monitor trends in fish populations for salmon recovery efforts, other fish life-history stages (e.g., salmonid smolt monitoring or spawner surveys), or approaches designed to monitor water quality or sources of pollution. We provide an overview of agency monitoring protocols, adaptive management, and types of monitoring, and briefly review the core habitat characteristics thought to be most sensitive to forest management practices. Finally, we summarize a selection of protocols in use in the Pacific Northwest in light of those core habitat characteristics.
