"What is Pan-Americanism? People have been struggling with that problem for over a century. Pan-Americanism is (and has been) an amalgam of diplomatic, political, economic, and cultural projects under the umbrella of hemispheric cooperation and housed institutionally in the Pan-American Union, and later the Organization of American States. But what made Pan-Americanism exceptional? The chapters in this volume suggest that Pan-Americanism played a central and lasting role in structuring inter-American relations, because of the ways in which the movement was reinvented over time, and because the actors who shaped it often redefined and redeployed the term. Through the twentieth century, new appropriations of Pan-Americanism structured, restructured and redefined inter-American relations. Taken together, these chapters underscore two exciting new shifts in how scholars and others have come to understand Pan-Americanism and inter-American relations. First, Pan-Americanism is increasingly understood not simply as a diplomatic, commercial, and economic forum, but a movement that has included cultural exchange. Second, researchers, political leaders, and the media in several countries have traditionally conceived of Pan-Americanism as a mechanism of U.S. expansionism. Excerpt from Pan Americanism: Its Beginnings The history of pan-americanism falls roughly into three periods. The first, embracing the years of revolution and of the formation of new states, extends to about 1830; the second covers the succeeding three or four decades to the close of the Civil War; and the third extends from the Civil War to the present time. Of these periods the first is characterized by a strong tendency toward continental solidarity, the second by the opposite tendency toward particularism and distrust, and the third by the revival of the earlier tendency toward fraternal cooperation. The present study is devoted to the early period, the period of beginnings. It was undertaken and carried to completion as an academic task at Columbia University, under the direction and counsel of Professor John Bassett Moore, to whom the writer acknowledges a deep debt of gratitude. He is also under great obligations to Dr. Angel Cesar Rivas, who, during the course of the preparation of the book and while it was in proof, made helpful suggestions and invaluable oriti cisms; to Miss S. Elizabeth Davis, who read the proof; and to Senor D. Manuel Segundo Sanchez for various favors re ceived.
