Data from UCSD plasma instruments on the ATS 5 and 6 satellites has been studied to specify the geosynchronous plasma environment as it affects electrostatic charging of spacecraft. The emphasis of the initial study has been primarily to service the needs of the design engineer; while simultaneously establishing the context in which a more general model could be developed. The report includes an environmental specification plus a review of geosynchronous plasma and wave phenomena. (Author).

This work has made extensive use of data taken by instruments funded by NASA contracts NAS 5-10364 (ATS-5) and NAS 5-21055 (ATS-6). Much use has been made of software also developed under the same contracts. The present contract was negotiated as a result of the realization that the UCSD plasma instruments onboard the ATS spacecraft could be used to specify an environmental model which would be of use to the Air Force in developing design specifications for spacecraft to prevent faulty operation due to environmentally induced electrostatic charging. In addition, reorganization and study of the existing data would also be of use in developing models which could be of use in predicting times when hazards to spacecraft from charging might be great. Within the next year, SCATHA will make the first observations from a vehicle specifically designed to study charging at geosynchronous orbit. We expect that refinements to the data presented here will result from that program, and that new models will result.

The particle measurements by the P78-2 SCATHA satellite at near geosynchronous altitudes have been analyzed to obtain average electron and proton fluxes in the energy range 87 eV to 288 keV. The variation of the fluxes about the average values is also reported and the average fluxes are compared to those measured during an intense spacecraft charging event on September 22, 1982. These calculations provide a representation of the plasma environment, which can be used to quantify the surface charging of spacecraft materials in geosynchronous orbit.

The present status of low energy magnetospheric plasma interactions with space systems is reviewed. The role of predictions in meeting user needs in assessing the impact of such interactions is described. In light of the perceived needs of the user community and of the current status of modeling and prediction efforts, it is suggested that for most user needs more detailed statistical models of the low energy environment are required. In order to meet current prediction requirements, real-time in situ measurements are proposed as a near-term solution. (Author).
