A plan is offered for scaling the computerized adaptive test (CAT) version of the Armed Services Vocational Aptitude Battery (ASVAB). The scaling will produce CAT scores that are comparable to the current paper & pencil ASVAB scores. The plan provides for scaling of a provisional CAT, Form 99, using data from field tests of prototype equipment, to be followed by scaling of final Form 100 on operational equipment. Each calibration includes recalibration of test items in the CAT environment, and scaling of revised CAT scores. In 1979, the Computerized Adaptive Testing version of the Armed Services Vocational Aptitude Battery (CAT-ASVAB) program was initiated by the Department of Defense. One objective of the (Joint-Service) CAT-ASVAB program was to develop a distributed processing computer system capable of deploying CAT at aptitude testing sites of the United States Military Entrance Processing Command (USMEPCOM). In 1985, the CAT-ASVAB program was redirected with the initiation of the Accelerated CAT-ASVAB Project (ACAP). The purpose of ACAP was to test the feasibility of using CAT at USMEPCOM testing sites prior to initiation of another full scale development effort. To accomplish this purpose, ACAP bad to develop a computer system with all of the essential Joint-Service specifications for deploying CAT. The UNIX-based computer system developed under ACAP meets this goal.

The Department of Defense plans to introduce a computerized adaptive test (CAT) version of the Armed Services Vocational Aptitude Battery (ASVAB). To maintain continuity of enlistment standards, scores on CAT and paper-and-pencil ASVAB tests must be interchangeable. For the purposes of this analysis, interchangeable means that the same proportion of examines should qualify and that examinees should be indifferent as to which form of the test they take. Interchangeability implies that test scores should be independent of mode of presentation, level of exposure to computers, and demographic characteristics of the examinee. That is, for a given paper-and-pencil test score, the equivalent CAT score should be the same for males and females, Caucasians and minorities, and high school graduates and nongraduates regardless of experience using computers. Scores from two tests that measure the same ability are made interchangeable by a process called equating. Scores are equated by converting one set of scores to place them on the same scale as the other. In the current context, CAT scores are to be equated to the PP ASVAB scores. CAT-ASVAB has since been approved to replace conventional, printed versions of ASVAB, beginning in 1996 in all Military Entrance Processing Stations (MEPs). The principal objective of this book is to document the psychometric research and development of the CAT-ASVAB program and the important practical lessons learned in developing its delivery system. The approach does this in a historical context. A secondary objective of the book is to provide a case study of the entire CAT-ASVAB program. The book primarily addresses three aspects of CAT-ASVAB history in DoD (adaptive testing measures and strategies; CAT-ASVAB system design issues; and CAT-ASVAB evaluation). The Computerized Adaptive Testing version of the Armed Services Vocational Aptitude Battery (CAT-ASVAB) is one of the most thoroughly researched tests of human proficiencies in modern history. Data from over 400,000 test-takers collected over a 20-year period were used to address clinical research and development issues. In spite of its lengthy and thorough development cycle, CAT-ASVAB was the first large-scale adaptive battery to be administered in a high-stakes setting, influencing the qualification status of applicants for the U.S. Armed Forces. In the years prior to 1976, the Army, Air Force, Navy, and Marine Corps each administered unique classification batteries to their respective applicants. Beginning in 1976, a Joint-Service paper-and-pencil version of the ASVAB (P & P-ASVAB) was administered to all Military applicants. The battery was formed primarily from a collection of Service-specific tests. The use of a common battery among Services facilitated manpower management, standardized reporting on accession quality to Congress, and enabled applicants to shop among the Services without taking several test batteries.
