Excerpt from A Model Housing Law Since the Model Housing Law was published five years ago, much has happened in America in the world of housing. A number of states and cities have passed housing legislation based upon the Model Housing Law. The experience of these states and communities in adapting the Model Housing Law to their local needs and conditions, has developed as it naturally would some weak spots and difficulties in the Model Law. For this reason nit is believed that a new edition of this book is necessary, the first edition having been exhausted for over a year. When the Model Housing Law was published in 1914 it was a pioneer effort. There were practically no housing laws of any kind in the country. There were only tenement house laws and those based on New York City's experience. New York City is absolutely sui generis. The conditions which prevail there do not prevail generally throughout the United States, and laws that are suited to the peculiar conditions that exist in New York City are quite unsuitable fir most of our American cities. The types dwellings which exist throughout the country are not the tall tenement house of New York but very different types. This new edition, therefore, represents not only the experience of all the states and cities in the country which have enacted housing laws since 1914, but also the experience as well of the author in his capacity as Secretary of the National Housing Association in aiding in the drafting of such laws, in adapting them to local conditions and in meeting the difficulties that have arisen. The coming into almost universal use of the automobile has brought with it very difficult problems radically affecting property subdivision and building construction. It has brought man of the difficulties that have been encountered in attempting to apply the Model Housing Law in different states and cities. Excerpt from A Model Tenement House Law Wherever tenement reform is undertaken much time and effort are usually given to the preparation of a housing law. This is a difficult task, accomplished only after much labor by one or two public-spirited citizens who, as a rule, come to it unprepared. When put into practise it frequently develops that many important matters have been overlooked, that some parts have been so drawn as not to accomplish what was intended, that others are so involved that they are understood neither by the officials who have to enforce them nor by the citizens who are called upon to obey them. The usual procedure heretofore has been to take the New York law as a base, comparing it in some instances with similar laws of other cities, and then to make such changes as seem desirable. This method has not proved very satisfactory. The present New York law when originally enacted, nine years ago, was comparatively simple - today, because of frequent amendment, it is rather complicated. Excerpt from Housing Laws: A Summary of the More Important Provisions in City and State Codes The following summary of important provisions contained in various tenement house laws, housing codes, and city ordinances was prepared for the use of the Housing Committee of the Minneapolis Civic Commerce Association in its efforts to prepare and secure the passage of a new Housing Code. In order to have each summary as nearly correct as possible, it was sent after preparation to the building inspector or some other responsible person in the city or state in question, with the request that it be carefully reviewed and corrected wherever necessary. All the laws relating to tenements were checked up in this way with the exception of those relating to Grand Rapids and Indiana. The summaries covering regulations affecting dwelling houses (marked with a star where similar to tenement requirements and with a dagger where relating to private dwellings only) were not submitted for correction and may contain errors; neither is it certain that they are complete and entirely up to date. The regulation of private dwellings is comparatively new, and the laws are sometimes difficult to locate. The laws relating to Cleveland, Denver, Kansas City, Portland, and St. Louis are not included because at the time this summary was made, these cities were in the process of revising their laws. Where cities are known to have passed ordinances providing for higher standards than those in state codes, these changes have been noted under their proper headings; otherwise, the provisions relating to cities governed by state codes are to be found under the heading of the state in which the city is located. The expense of preparing the summaries has been so great that the Housing Committee did not feel justified in going to the additional expense of printing solely for its own use. However, so many requests for the summaries have been received that it has been decided to print and make a small charge to cover the cost. Attempts were made from 1931 on to produce more healthy conditions, so that a revival might come about. Private industry alone, Government alone, and Govern ment and industry together - all have attempted to raise the volume of home construction. All these efforts have resulted in progress but still fall far short of actually producing the number of new houses needed. The National Resources Committee has been thrown in contact with these problems from time to time in connection with various studies.1 During 1936 - 37 the Committee felt the necessity for securing more detailed information concerning a number of phases of the prob lems closely related to housing. Technicians in the various branches of the Government were asked to present monographs touching these particular problems.
