Excerpt from The History of the Dominion of Canada The subject of Canadian history has been usually treated in the textbooks authorized in elementary and secondary schools from a Provincial rather than a Dominion standpoint. Such works at best do not meet our present need, as they necessarily fail to give adequate recognition to all sections of the country, and as they often contain exaggerated notions of provincial matters. It was thought by many teachers that this mode of treatment should be changed and a wider view presented of the history and consolidation of the Dominion. In 1889 the Quebec Provincial Association of Teachers discussed the feasibility of preparing a history of Canada with this object in view, and in the following year the Teachers' Associations of Ontario, Prince Edward Island, and Nova Scotia, also considered the same subject. In July, 1891, representatives of the different provinces met at the Education Department in Toronto, for a further consideration of the question. Nevertheless, it was not until July, 1892, at the meeting of the Dominion Educational Association in Montreal, that a scheme was formulated for the preparation of a text-book by competition, and a committee was appointed to examine such manuscripts as might be offered. Little by little France's dream of Transatlantic Empire faded away. After 1783 it might have been supposed that the History of Canada would be simplified when the History of North America parts into two distinct channels. But such is not the case. The continual quarrels of the French and British colonists north of the international boundary, sometimes on questions of race and sometimes on religion, obscure the narrative and interfere with the plain course of material progress. The settlement of the United Empire Loyalists in Ontario complicated the pages of history, whilst it created a Province. Two nationalities were facing one another, and Lord Durham observed in his Report (1838) that their antagonism was bitter, strong and thoroughly uncompromising. The Pax Britannica has settled down long ago upon French and English, Roman Catholics and Protestants, and the country, since the Confederation Bill of 1867, seems to have. Entered upon a long untroubled era of prosperity; but this end was not gained without much delay and many misunderstandings. Even now we seem to hear the echoes of the old strife. For many years it was the policy of the Home Government to act upon the prin ciple of Divide et impera, and to keep the Canadian settle ments as distinct as possible from one another, fearing rather than favouring the idea of political union. Livermore, si side because I consider them the two most interest ing representatives of their respective sexes now living. If Mr. Gladstone is not the greatest living scholar and statesman, a great portion of mankind are mistaken. His abilities m the aggregate have no equal in the whole range of Englishmen from the earliest times to the present day. He is one of the few men whose great popularity is not based so much upon his mastery of one particular department as upon his mastery of many depart ments. His specialty appears to be that to which he turns his attention, whether it be art, science, literature, finance, or the higher questions of moral and political philosophy. His! Statesmanship has given a higher dignity to the Liberal party than it has hitherto enjoyed, and his scholarship has added a greater solidity to English literature. Mrs. Livermore cannot, in any sense, be compared to Mr. Gladstone, except that both are moral reformers. She is not a woman of great intellectual attainments, though her general information is creditable to one of ordinary mental powers. She is remark able rather for the strength and correctness of her convictions, and for the influence which she sways by the eloquence of an earnest life, than for her natural endowments or mental acquire ments. Her life thus far is a monument of good deeds, and her sex will hereafter for many generations reap the fruits of her noble efforts.
