Excerpt from A Handbook of Public International Law The adoption of this little book by the Admiralty for the use. Of officers of the Royal Navy rendered necessary a second edition within a few weeks of the publication of the first. Others followed in due course, and now a fifth makes its appearance. The text has been carefully revised throughout, so as to make it, as far as the small space at my disposal will permit, a source of information upon important matters which have arisen in recent years. I have dealt at some length with the law Of Occupation, and with the questions arising out of the existence of Leases, Protectorates, Spheres of Influence, and Chartered Companies. The arrangement of the subject-matter has been altered here and there, I hope for the better. A chapter on The Acquisition of Enemy Character has been added to Part III. A considerable amount Of additional information has been inserted in several Of the chapters dealing with War and Neutrality, in the hope that naval. Excerpt from Handbook of International Law T hus, after nearly three hundred years from the founda tions laid by Grotius, the father of International Law, in 1625, there rises a worthy structure and in a single decade the advance made in centuries is surpassed. Where earlier writ ers referred to philosophical or religious sanctions to fortify their expression of hope that justice might prevail among the nations, the writers of the present day refer to the sanction of international conventions embodying the realization of these hopes. Hubner, a century and a half ago, suggested an international prize court; in 1907 a convention for establish ing such a court was drawn up, and is a typical example of the modern realization of the hopes of the early writers. Excerpt from The Development of International Law After the World War In accordance with its original character, this book offers only a survey of the future problems of international law. In this work I have given merely some directing outlines. I have been obliged to forgo entering upon the individual problems here, since this would have claimed materially more space and also more time. But I also believe that m the present hour it 18 above all necessary to call to mind once more the fundamental tendencies in the development of international law. The problems to be solved for international law in the future are neither simple nor small in number. We may rejoice if, upon the conclusion of peace, we succeed in obtaining an agreement on the basic principles. The future work will, however, take decades. Excerpt from The Principles of International Law The story I have to tell will be found in the text. I have not relegated important matter to notes, nor printed on my pages long quotations from other authors or excerpts from original authorities. I have preferred the much more labo rions task of extracting their substance and putting it in my own words into the body of the book, which I trust has gained thereby in both the decrease of bulk and increase of readableness. But I have taken care to provide the means of checking my assertions. At the bottom of nearly every page will be found references, by the use of which teachers and students can amplify or correct the statements in the text and men of aflairs obtain the more detailed information they may want for practical purposes. The notes are, I h0pe, sufficient. My object has been to make them adequate without over loading them with matter. I have not, for instance, referred to a large number of writers of all degrees of authority, when the citation of a few great ones gave the necessary support to my argument; nor have I quoted a dozen cases, when one or two were enough. I have also taken care that most of the cases given in the text should be something more than mere names to my readers. The material facts are almost always described, so that the points of law may be seen inviii preface. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Leading Cases on International Law Lastly I would express my obligation to the West Publishing Co., St. Paul, for an advance copy of the opinion in The Appam, and to Mr. E. H. Redstone, the indefatigable librarian of the Social Law Library, Boston, whose assistance has been of the greatest value. To the users of this book I commend the cau tion of Littleton: And know, my son, that I would not have thee believe that all that I have said in these books is law, for I will not presume to take this upon me. But of those things which are not law, inquire and learn of my wise masters learned in the law. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
