The Governor General again addressed Tippu informing him of his arrival in Madras and urg. ing him to receive Major Doveton. The Governor General accompained by Major Beatson, his aide--de-' camp, embarked. on board His Majestys ship 'The 'S Sybille' and arrived at Fort St. George 'on the 25th December 1798. ' Tippu'Sultan'in his letter of the 25th December 1798, to the Governor General, denied all intercourse with the'French nation hostile to the British interests, and declined to receive Major Doveton, . In his letter dated the 2nd January 1799, he professed friendship with the English and a desire for peace, The Governor General in his letter dated the 9th January 1799, rencwed the proposition of opening negotiations and urged the Sultan not to delay his reply beyond twenty-four hours after the letter reached him, and that if otherwise dan gerous consequences might ensue. The Sultan having remained silent after the receipt of the above communication, the Governor General concluded that his sole object was to delay an answer until the season should be far advanced to render the capture of his capital impracticable during that year. The Governor General in order to defeat the object of Tippu Sultan's silence and to prove the actualsuperiority of the British force took advantage of the season, before the rains had set iri, and before the French could effect a junction with the Sultan, decided to commence hostilities at once.
