Negative impacts of climate change on forests threaten the delivery of crucial wood and non-wood goods and environmental services on which an estimated 1.6 billion people fully or partly depend. Assessment of the vulnerability of forests and forest-dependent people to climate change is a necessary first step for identifying the risks and the most vulnerable areas and people, and for developing measures for adaptation and targeting them for specific contexts. This publication provides practical technical guidance for forest vulnerability assessment in the context of climate change. It describes the elements that should be considered for different time horizons and outlines a structured approach for conducting these assessments. The framework will guide practitioners in conducting a step-by-step analysis and will facilitate the choice and use of appropriate tools and methods. This report is a synthesis of the Forest Vulnerability Assessment project undertaken by a consortium of research groups. The project was an initiative of the Natural Resource Management Ministerial Council (NRMMC) and undertaken under the auspices of the National Climate Change Adaptation Research Facility (NCCARF), Griffith University. The project was established in 2009 to review current knowledge of the likely biophysical and socio-economic consequences of climate change on Australia's forests, understand the vulnerabilities of Australia's forests, identify current adaptation actions, and identify information gaps to improve adaptative capacity. The assessment was carried out using a basic vulnerability assessment framework which considers sensitivity, exposure and adaptive capacity to determine the vulnerability of Australia's forests to climate change. Each of these factors was considered in turn using the general scientific literature. In addition interviews with stakeholders were used to identify key issues and current actions by forest managers and policy-makers. Four reports were developed and published as result of each of those projects (Cockfield et al., 2010, Medlyn et al., 2010, Wilson and Turton, 2010, Woods et al., 2010). This synthesis report was developed based on those reports. The work was undertaken primarily in 2010 but this final report was not accepted for release until November 2012. A regional scale assessment was also carried out using an agro-ecological classification of Australia to understand forest vulnerability to climate change within each region.

This document is designed to help researchers, practioners and all those interested in assessing the extent and scope of local people vulnerability to climate change, the responses they currently oppose and how efficient they are. Vulnerability has been studied through the lenses of different dimensions: system and exposure units, dynamic processes, multiple threats, differential exposure, and social capital and collective action. The purpose of this framework is to grasp the social (and ecological) dynamics in the system over the past decades, in order to identify future actions for reducing vulnerability and to enhance adaptive capacity. In addition, research approaches proposed in this document can serve as a platform for dialogue as such approaches give opportunities to communities to collectively discuss their common problems related to climate change and to initiate common responses necessary to building their social capital.

2013The forests in northern Michigan will be affected directly and indirectly by changing climate during the 21st century. This assessment evaluates the vulnerability of forest ecosystems in the eastern Upper Peninsula and northern Lower Peninsula of Michigan under a range of future climates. We synthesized and summarized information on the contemporary landscape, provided information on past climate trends, and described a range of projected future climates. This information was used to parameterize and run multiple vegetation impact models, which provided a range of potential vegetative responses to climate. Finally, we brought these results before a multidisciplinary panel of scientists and land managers familiar with Michigan forests to assess ecosystem vulnerability through a formal consensus-based expert elicitation process.

Climate change is expected to alter the composition and distribution of earth's forests. The impacts of these ecological changes will have many social consequences. The individuals and households that will be most affected will likely be those that derive value from forest resources. This thesis proposes a methodology for identifying human populations that may be differentially impacted by forest related climate changes with the use of a social vulnerability framework. Dynamic vegetation change models were used to quantify exposure to climate change related forest changes. Sensitivity and adaptive capacity were calculated using an indicator-based approach. The social (sensitivity and adaptive capacity) and biophysical (exposure) systems were related with a measure of economic forest dependence. The components were combined to produce a measure of vulnerability to forest related climate changes. The results of this assessment are useful for informing management decisions and the proposed methodology allows for the assessment of spatially indirect hazards.

The possible impacts of global climate change on different countries has led to the development and ratification of the Framework Convention on Climate Change (FCCC) and has a strong bearing on the future sustainable development of developing countries and countries with economies in transition. The preparation of analytical methodologies and tools for carrying out assessments of vulnerability and adaptation to climate change is therefore of prime importance to these countries. Such assessments are needed to both fulfill the reporting requirements of the countries under the FCCC as well as to prepare their own climate change adaptation and mitigation plans. The vulnerability and adaptation assessment guidelines prepared by the U.S. Country Studies Program bring together all the latest knowledge and experience from around the world on both vulnerability analysis as well as adaptation methodologies. It is currently being applied successfully by scientists in over fifty countries from all the regions of the globe. This guidance is being published to share it with the wider scientific community interested in global climate change issues. Climate change can reasonably be expected to increase the frequency and intensity of a variety of potentially disruptive environmental events-slowly at first, but then more quickly. It is prudent to expect to be surprised by the way in which these events may cascade, or have far-reaching effects. During the coming decade, certain climate-related events will produce consequences that exceed the capacity of the affected societies or global systems to manage; these may have global security implications. This report is the third in the series. Through a review of literature this part of the FVA project was established to identify the potential socio-economic impacts of climate change and develop a framework for thinking about coordinated responses to socially and economically adverse outcomes. This report is based predominantly on a literature review of relevant economic, social and policy studies. In addition some original work was carried out on the development of a model of plantation decision-making under climate change and a small-scale survey of respondents in two towns in timber growing regions with a good mix of forest types (Bombala in the Eden/Gippsland region; and Scottsdale in north-eastern Tasmania) to determine their response to climate change.
