In October 1948 the Local Suvery Committee of Santa Barbara County opened a study of possible school district reorganization in the Santa Barbara High School District which was later expanded to include the Summerland and Carpinteria Union School districts. In March and April 1949 the Local Committee, augmented by representatives of the Santa Maria Union High School District, studied the Santa Maria area with the view to school district reorganization.
