Mr. President, I have been much gratified, since my arrival in the city, to learn from our respected Secretary, that the Virginia Historical Society is no longer an experiment, that all those many difficulties which embarrass the infancy of such enterprises every where, but especially in the Southern States, have been successfully surmounted, and that the Society may now be considered as established on a permanent basis.
